Procedures to evaluate water resource investments

By Lauren LeuckFebruary 12, 2024

The Office of the Assistant Secretary of the Army for Civil Works has released a proposed rule establishing Agency Specific Procedures for the U.S. Army Corps of Engineers implementation of the Principles, Requirements and Guidelines for water resources investments. The proposed rule can be found in the Federal Register and a news release about the proposed rule can be found here.

The Agency Specific Procedures provide a framework to govern how the Corps would evaluate proposed water resource investments, including the maximization of net public benefits to include economic, environmental, and social benefits. The ASPs also identify which Corps programs and activities are subject to the Principles, Requirements and Guidelines.

Through the ASPs, the Corps has laid out a decision-making framework to meet the federal objective for future water resource investments set forth in the Water Resources Development Act of 2007. WRDA 2007 set forth the federal objective for future water resource investments to reflect national priorities, encourage economic development, and protect the environment by seeking to maximize sustainable economic development, avoid the unwise use of floodplains, and protect and restore natural ecosystems.

Virtual meetings will also be held to provide an overview of the proposed rule and gather additional input. Information on these virtual meetings can be found below. Comments are welcome on the proposed rule on or before April 15, 2024. Information regarding how to submit comments is also below.
