CAMP HUMPHREYS, Republic of Korea -- Heather Ray, the U.S. Army Garrison Humphreys Family and Morale Welfare and Recreation director, was recently recognized by Installation Management Command for earning one of three Stalwart Awards, in IMCOM Pacific, for 2019.

IMCOM recognized a total of 15 people, out of approximately 120,000 IMCOM employees, who distinguish themselves amongst their peers and leaders, as outstanding IMCOM civilians who exceed the call of duty to achieve Army and IMCOM objectives.

"It was an honor just to be nominated," Ray said. "I could not have done this without my team and I really owe all the credit to them. Working here has been a great opportunity."

Jim Rose, the FWMR deputy director, met with the FMWR leadership team and they decided to enter Ray's submission packet to IMCOM Headquarters.

"We are always trying to make sure we take care of our people, but we don't always look to take care of the people who lead us," Rose said. "A lot of credit goes to Linda Green, (the Directorate of Human Resources director) and her team. They consolidated information and really made it look great.

"I've learned more from Heather in the three years that I've worked here, than the previous 19 years elsewhere," he added. "That says a lot. There are many people here that feel the same way. It's a pleasure working here. We have a leader who deserves the recognition."

Among her many accomplishments, Ray oversaw the growth of Soldier and Family Programs, functional fitness, the opening of the Downtown Recreation Center, Arts and Crafts Center, Downtown Bowling Lanes, and the reopening of SFC Ray Duke Library.

USAG Humphreys FMWR's recent accomplishments are a result of the expansion during the largest peacetime relocation program in the Department of Defense. With an investment of $10.7 billion, the garrison constructed and renovated 655 facilities, demolished 339 facilities, and built 40 miles of pavement.

The Garrison increased from 9,000 to more than 33,000 (now 36,000) personnel, in receiving the Headquarters of United Nations Command, U.S. Forces Korea, Eighth U.S. Army, Marine Forces Korea, Special Operations Korea, and 2nd Infantry Division.

"The work Ms. Ray has done in supporting transformation and relocation will have lasting positive effects over the years ahead," said Paul Stuart, the USAG Humphreys deputy garrison commander and a recipient of a 2013 Stalwart Award. "Service Members, Civilians and their Families will directly benefit from the foundation that she has laid in the FMWR organization, facilities and processes on this installation."
