Col. Andrew Herbst became Fort Leonard Wood's Garrison commander, replacing Col. William (Robin) Pfeffer in a ceremony Tuesday morning in Nutter Field House.

Thomas Schoenbeck, Central Region Installation Management Command director, officiated over the ceremony.

Schoenbeck thanked the audience for being a part of the time-honored tradition of the change of command.

"The most important gift you can give someone is that of your time, and today you have given of your time to honor Col. Robin Pfeffer and Judy and to say welcome to the incoming Col. Herbst and his wife (Tamara)," Schoenbeck said.

Schoenbeck explained that being a garrison commander includes being responsible for everything from emergency services, waste, security, fire, personnel, housing, maintenance, ranges and construction, to name a few.

"Commanding garrisons today is tough business and requires very strong leadership," Schoenbeck said. "We do not train our officers to command Garrisons."

This is the second assignment to Fort Leonard Wood for Herbst, who was stationed here in 1999.

"I know that many of you know that Missouri and especially Fort Leonard Wood and this community takes such good care of its men and women in uniform, its Family members and foreign service members -- we are deeply appreciative of that support," Herbst said.

Herbst said he is looking forward to serving alongside his fellow brigade commanders.

"I arrived here today being carried on the shoulders of many competent and caring officers, warrant officers, Soldiers and civilians," Herbst said. "Many of those who are here today -- I thank them, and I thank all of you for your service to this community, to Fort Leonard Wood and our great nation."

Pfeffer is moving on to Sacramento, Calif., where he will be the senior Army adviser to the California Army National Guard.

Herbst is coming from Peterson Air Force Base, Colo., where he was the Chemical, Biological, Radiological and Nuclear chief for North American Aerospace Defense Command and U.S. Northern Command.

He is a graduate of the Command and General Staff College and Joint Advanced Warfighter School. Herbst also holds master's degrees in Public Administration and Joint Campaign Planning and Strategy.
