Leveraging strategic partnerships and tools to solve shared challenges

FORT BELVOIR, Virginia — U.S. Army PEO Enterprise’s Enterprise Cloud Tools (ECT) team traveled to Aberdeen, Maryland Jan. 13 for a strategic whiteboarding session on shared tools with the Army Software & Innovation Center’s (ASIC) Army DevSecOps Platform (DSO-P) team — part of the U.S. Army Communications-Electronics Command (CECOM).

ECT, a recently established product office under Project Director Enterprise Services (PD ES), is responsible for driving cost efficiencies and consolidating cloud-based software tools used across the PEO Enterprise portfolio to provide enterprise-level shared services. Currently, ECT is prioritizing the consolidation of automated testing and security scanning capabilities.

Simultaneously, the ASIC DSO Platform team is working to provide shared tools and to foster best practices for the entire Army. Their immediate focus is transitioning U.S. Army Cyber Command’s community DSO effort to ASIC and subsuming the existing ASIC Software Engineering Environment DSO Platform. Once complete, the Army DSO Platform will become the development hub for over 100 organizations and 4,000 developers Army-wide.

During the whiteboarding discussion, the teams explored how ECT can leverage the Army DSO Platform to scale tools commonly used by PEO Enterprise programs for the benefit of the broader force. Early planning is underway to integrate automated testing and security scanning solutions into the Army DSO Platform, with a target start date in the third or fourth quarter of fiscal year 2026.

The groups also outlined a path toward establishing a steering committee, giving Army acquisition and other organizations a forum to voice feedback and requirements. The event successfully aligned the ECT and Army DSO Platform teams on capacity, priorities and timelines. The partnership is poised to deliver significant cost efficiencies and enhanced shared services for the enterprise.

James Oliver, ECT product lead at PEO Enterprise. “Collaboration is how we avoid duplication of effort, foster the greatest cost efficiencies and ensure enterprise capabilities meet the requirements of the Army’s largest information technology and business systems.”

CECOM ASIC, previously the CECOM Software Engineering Center, is the Army's software Organic Industrial Base. Through a long-standing partnership with PEO Enterprise, ASIC works toward a single objective: bringing innovation to the battlefield with speed and urgency. The center provides a full range of software services, including full-stack development, low-code/no-code software, the Army DevSecOps platform, business system software, electromagnetic warfare reprogramming and apps that improve Soldier quality of life.
