Winning legacy: Casey DPW Employee tops 2021 Stalwart competition

USAG Yongsan-Casey, Republic of Korea [January 10, 2022] – No wonder! Marshall Downs, a former operations and maintenance chief with the U.S. Army Garrison (USAG) Yongsan-Casey’s Directorate of Public Works (DPW) won the Installation Management Command’s (IMCOM’s) 2021 Stalwart Award for “exceptional performance”. While stationed at the garrison, Downs was instrumental in ensuring base closure and transformation initiatives, Army force realignment, and the successful COVID-19 pandemic response involving the stand up of quarantine and maintenance plans for the facilities. Throughout trials and tribulations, Downs led the way.

Downs won the award just before his relocation to Fort Irwin. The USAG team at the National Training Center and Fort Irwin is lucky to have him!

ceremony was hosted via global video teleconference in November.

“Mr. Downs is a well-known and trusted professional in our community inside and outside the gates of Camp Casey,” said Col. Ellis R. Baker, garrison commander. “He truly does go above and beyond to take care of Soldiers and the community-at-large.”

At the forward-deployed installation about 20-minutes south of the 38th Parallel, Downs successfully managed and led facility maintenance and repair to utility systems, and ensured operations success in accordance with DPW Annual Work Plans and Area project priority lists for 14 camps, nine remote sites and six training ranges.

Downs is the kind of guy who takes the last call of the day and goes to fix a lock on a barracks room himself to ensure a service member is not left waiting, “people first” is not just a catch phrase for him.

Downs, continues a legacy of excellence in the DPW directorate; previously, another DPW employee Deanna Nix, supervisory real estate specialist won in 2019.
