The U.S. Army Corps of Engineers, Kansas City District, Small Business Deputy, Arthur Saulsberry, was recognized by the Northwestern Division as the division nominee for the Small Business Deputy of the Year.
"Arthur's many contributions to the success of the Small Business Program reflect great honor not only upon himself, but also the district, the Northwestern Division and the Corps of Engineers as an enterprise," said Col. Doug Guttormsen, commander, Kansas City District.
Saulsberry is actively engaged in all phases of the acquisition process and makes sure new small businesses are fully prepared to successfully perform on their contract which enables the district to deliver on commitments to the district's customers.
He made significant contributions to and engaged in numerous special programs that have directly resulted in continued improvement of the Small Business Program. Saulsberry engaged industry through the Kansas City Society of American Military Engineers Industry Day Event, the USACE Small Business Conference, and several other outreach events in support of the Next National Geospatial-Intelligence Agency West headquarters and Fort Leonard Wood Hospital projects.
Saulsberry's leadership and professionalism enabled the Kansas City District to meet or exceed expectations in all areas of the SBP performance. For example, in FY18, the district more than doubled the USACE Small Disadvantaged Business with 37.86% attainment. The district exceeded the USACE Small Business goal by 35.53% with a total of 67.84% of obligated dollars going to small businesses.
"Arthur develops an elite Small Business Program by effectively harnessing involvement from the commander and district Senior Leaders. Using District Project Review Boards and Acquisition Strategy Boards as an enhanced management tool, he gains collective buy-in across all the District's multi-disciplined branches. Arthur has further developed his strategic alliance with the Contracting Division by actively participating in our monthly leadership meetings," said Gwendi Millier, chief of Contracting Division, Kansas City District.
