JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (Aug. 11, 2014) -- Members of the Mission and Installation Contracting Command here welcomed their new chief of staff today.

Lt. Col. Dennis McGowan is responsible for providing oversight, supervision and quality control of staff actions, personnel, training, operations, building management, public affairs and protocol support within MICC headquarters.

McGowan, who has been selected for promotion to colonel, moves into the position after spending the past year studying at the Eisenhower School for National Security and Resource Strategy in Washington, D.C. Prior to that, he served as the executive officer for the deputy assistant secretary of the Army for procurement.

McGowan enlisted in the Army in 1989 at his home town of Stroughton, Massachusetts, following graduation from the University of Massachusetts at Dartmouth, where he earned a Bachelor of Psychology. He went on to train in Infantry and Airborne as well as complete the U.S. Army Ranger School. He was commissioned in the Engineer Corps in 1993 after completing Officer Candidate School. Following an assignment as an engineer battalion platoon leader, he transferred into the Infantry Corps where he served in a variety of leadership positions before commanding a recruiting company.

He has more than 12 years experience in the Army Acquisition Corps and is Defense Acquisition Workforce Improvement Act Level III certified in contracting. McGowan's acquisition assignments have included serving as commander for the 905th Contingency Contracting Battalion at Fort Bragg, North Carolina, that included deployments to Kuwait, Iraq, Afghanistan and Pakistan.

In addition to completing all commensurate levels of professional military education, the MICC chief of staff holds a Master of Business Administration from the Naval Postgraduate School in Monterey, California, and Master of Science in National Resource Strategy from the Eisenhower School, National Defense University.

McGowan replaced Col. Robert Brinkmann, who served as the MICC chief of staff since March 2013. Brinkmann leaves for an assignment as the military deputy for the Army Contracting Command-Warren in Michigan beginning in September.

The MICC is responsible for providing contracting support for the warfighter at Army commands, installations and activities located throughout the continental United States and Puerto Rico. In fiscal 2013, the command executed more than 43,000 contract actions worth more than $5.3 billion across the Army, including more than $2.1 billion to American small businesses. The command has also managed more than 780,000 Government Purchase Card Program transactions in the fiscal year valued at an additional $880 million.
