The 408th Contracting Support Brigade in Camp Arifjan, Kuwait recently completed its first iteration of enhanced Contracting Officer Representative training in Kuwait.
According to Lt. Col. John Cooper, 408th Contracting Support Brigade executive officer, the training concept was conceived during the U.S. Army Central Operational Contract Support Summit in April and it has remained a top priority for Maj. Gen. William Hickman, the U.S. Army Central deputy commanding general for operations, ever since. It was important enough to Hickman that he attended the majority of eCOR training along with about 20 appointed CORs from both Camp Arifjan and Camp Buehring, Kuwait, said Cooper.
The training brought together journeyman level CORs, those trained and performing COR duties in theater for the past 30-90 days, to discuss lessons learned, best practices and ways to better monitor and improve contractor performance. Cooper said that Capt. Cherquria Peterson and Staff Sgt. Thomas Misner, both of Regional Contracting Center-Kuwait, did an excellent job of developing the training and teaching the classes.
"They focused on facilitating group discussion rather than simply providing information," he added.
Training topics included a discussion of techniques to improve COR surveillances and monthly reports and methods to improve Contractor Performance Assessment Reporting System evaluations. The class then broke into small groups to study a real-word vignette, identify issues and present their recommendations to correct contractor performance deficiencies.
Lt. Col. Scott Tikalsky, the 1st Theater Sustainment Command Operational Contract Support Integration Cell Chief, provided a best-practice overview of the TSC's requirements development process and Quarterly Contract Review Board briefings.
The group also went to the Heavy Lift 7 staging yard, conducted a hands-on inspection of contractor tractor-trailers and provided a performance feedback briefing to Hickman. The training concluded with an after-action review.
"We're already looking at future training," said Cooper. "In fact, Major General Hickman has asked that we conduct eCOR training on a quarterly basis, targeting those CORs appointed during the previous quarter. We are planning our next Kuwait eCOR training in the Sep-Oct timeframe. Major General Hickman has also asked us to take the training to Qatar as soon as possible".
Cooper noted that future training would be easy to accomplish because Peterson and Misner developed a complete, stand-alone training package that can be readily exported to another office or command.
According to the Federal Acquisition Institute, contracting officer representatives ensure that contractors meet the commitments of their contracts. They also assist with proper development of requirements and assist in managing contracts.
Heavy Lift 7 is critical line haul and support services contract in Kuwait and throughout the Central Command AOR. It provides all personnel, equipment, tools, materials, supervision and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services in the region according to FedBizOpps.gov.
