CALL sends team to train Kosovo military

Fort Leavenworth (October 30, 2014) --- The Center for Army Lessons Learned (CALL) deployed a two-person training team on October 6-17 to Kosovo to provide advice and assistance to the Kosovo Security Force (KSF) in establishing a lessons learned program. The team was requested by the Commander of the KSF, Lieutenant General Kadri Kastrati, to identify capability gaps in capturing lessons learned and improving unit performance after operations and training. Establishing a lessons learned capability was part of the Strategic Security Sector Review recently release by the Ministry of the Kosovo Security Forces which outlines future capabilities, force structure, and missions for the KSF.

CALL worked closely with the U.S. Embassy's Office of Defense Cooperation (ODC) in Pristina to develop the content of the instruction and develop a recommended path for the KSF to establish their lessons learned center. This effort supports the United States European Command's Country Cooperation Plan and the US. Embassy Integrated Country Strategy.

The team provided five days of instruction to 30 KSF members on the organization and functions of a lessons learned program and how to integrate lessons and best practices into training and operations. The second week consisted of the CALL team providing advice and mentoring to the students as they collected observations from a command post exercise being conducted by the KSF Land Forces Command.

The KSF team provided a comprehensive after action review to senior leaders at the end of the week which will be used to improve their doctrine and training events. At the conclusion of the brief the Commander of the Land Forces, Major General Rrahman Rama, emphasized the importance of collecting and sharing lessons throughout the force in order to improve the KSF.

CALL will continue to work with the ODC to provide ongoing advice and assistance to the KSF as their program is established.
