The cooperative approach between A.P. Hill and Caroline County is formally symbolized by the signing of a Mutual Aid Agreement (MAA) by both the US Army Garrison and Caroline County. It is physically seen by mutual exchange of services by the organizations when conditions warrant increased emergency services. The importance of this can be realized by the 34 mutual aid responses shared in 2011.

With the change of command at Fort A.P. Hill and the presence of a new Garrison Commander, the mutual aid agreement is reviewed, updated and re-signed. This signifies the new commanders' continued support of the Caroline County community as well as allowing Caroline County Department of Fire and Rescue to support the mission of Fort A.P. Hill.

After signing the Mutual Aid Agreement, LTC Peter E. Dargle stated to the Caroline County Board of Supervisors, "This is a strong symbol that brings our communities together. The intrinsic value of fostering positive relationships and supporting our fellow man cannot truly be measured."
