Barnett, also known as Chin, works in the fast-paced, geographically dispersed organization with a critical national defense mission for the Army security assistance enterprise. “Chin effectively ensures seamless command, control, communications, computer, and information technology for the entire USASAC organization,” said Caine Mathis, deputy director of the information management division.

Mr. Barnett works in a domain where the rubber literally meets the road and has a direct impact in enabling organizational success.”
He played a key role in a successful initiative to consolidate and reduce the number of multi-function printers and devices across USASAC, resulting in a 25% decrease in the total fleet. This achievement yielded a tangible cost savings of $37,000, improved efficiency, and enhanced productivity, with a positive impact on the organization's bottom line.
“Barnett holds a position of paramount importance within the Army security assistance enterprise,” said Mathis, “playing a pivotal role that directly impacts over 4,000 individuals and has a significant financial influence, amounting to over $3 million dollars annually.”
His responsibilities involve managing intricate systems and solutions, where even the slightest errors could lead to potential losses of thousands of dollars. The level of responsibility and expertise required in his position is particularly important, as he effectively oversees critical systems and processes that drive the efficiency, technical and financial success of the organization.
“Chin’s diligence and attention to detail are of highest importance, ensuring that operations run smoothly and prevents customer downtime which could result in costly mission setbacks,” Mathis said. “Mr. Barnett's influence and contributions to USASAC have been so profound that he is arguably the most recognizable and respected employee within the organization, with a reputation that far exceeds his grade level.”
Barnett's contributions have not only yielded significant financial benefits but also strengthened the team's capabilities and streamlined their operations. His dedication to finding innovative solutions and implementing them effectively sets a high standard for excellence within the team.
