INSCOM HHC welcomes new commander

FORT BELVOIR, Va. -- U.S. Army Intelligence and Security Command (INSCOM) Headquarters and Headquarters Company (HHC) welcomed Capt. Matthew R. Moreland as its new commander in a change of command ceremony at the Nolan Building, June 15.

Col. Kevin R. Wilkinson, INSCOM deputy commanding officer, welcomed Moreland back to the INSCOM family.

Moreland, who replaces Capt. Michael E. Buzzell, returns to INSCOM from the Army Cryptologic Operations at Fort George G. Meade, Maryland, where he served as the U.S. Indo-Pacific Command desk officer.

"Matt, you bring a wealth of experience to the unit, and there is no doubt in my mind that you will build on the foundation that Captain Buzzell established," complimented Wilkinson. "You are ready to take this outstanding company to the next level."

Moreland took the opportunity to thank Maj. Gen. Gary W. Johnston, commanding general, INSCOM, Wilkinson and family, friends and colleagues who have prepared him for this opportunity, including Buzzell.

"Over the last few weeks, as I have broadened my aperture on this organization, I've been impressed by the Soldiers, civilians and contractors who day in and day out enable our Army to execute the missions given it," said Moreland. "As the newest member of this HHC command team, it's an honor and a privilege to continue to partner and serve with every member of this INSCOM team, as each of you serve this nation."

Wilkinson also lauded Buzzell for his accomplishments.

"During your time as the HHC commander, you led, cared for and trained over 1,500 officers, Soldiers, and civilians," added Wilkinson. "Your team raised over $28,000 for Army Emergency Relief, supported the Fort Belvoir Elementary School by delivering school supplies and participating in the Character Counts program."

Wilkinson's comments highlighted Buzzell's accomplishments and how they changed lives across the garrison and the U.S. Army.

"Michael, as commander of HHC, INSCOM you have performed magnificently," declared Wilkinson.

Buzzell, who is heading to the 1st Infantry Division at Fort Riley, Kansas, was gracious and thoughtful in his closing remarks.

"I am truly appreciative and humbled by what I learned in this position. I am also sincerely indebted of all the things COL Wilkinson has taught me," said Buzzell. "He has taught me what it means to be a commander, even though I might not have gotten it right away, I am extremely grateful for your patience with me."

Buzzell was quick to thank his first sergeant, executive officers, orderly room and 'lethal logisticians' for their hard work and accomplishments during his time in command. Buzzell delighted the crowd with words of wisdom from his wife, a few jokes, and ended his speech highlighting one of his favorite duties as company commander.

"One of the best parts of my job was doing reenlistments. All of them were special, but the ones I like to point out were the ones where the spouse attended. In those ceremonies I presented the spouse with a certificate of appreciation," Buzzell added. During those ceremonies, Buzzell told the spouses, "Thank you for allowing your spouse to continue to serve, that this certificate will not make up for the time spent apart either on deployments or TDY, the late nights and early mornings, missing holidays and anniversaries, but this small token is us acknowledging you and your families' sacrifice and we thank you for it."
