KYIV, Ukraine -- Ukraine is a nation at war holding steadfast against Russian aggression, all the while working through a recent period of introspection, refocusing and reestablishing their own national identity separate from its Soviet past.
These are tasks not easy for any country.
The entire focus of the Ukrainian military is the deterrence of Russian aggression in the eastern portion of the nation. This makes it vital to reach out and strengthen ties with partners and allies.
As part of this goal, the General Inspection Office of the Ukrainian Ministry of Defense, or GIUMD, led by the Inspector General of Land Forces, Maj. Gen. Ihor Tymoshenko, welcomed U.S. Army Europe's Office of the Inspector General to Ukraine for a three-day engagement, Nov. 16-18. This is the first time such a meeting has occurred between the two nations.
Structured directly under the Chief Inspector of the Ministry of Defense of Ukraine, the GIUMD was established with a mission to enhance monitoring of the reform and development of the Land Forces of Ukraine, combat and mobilization readiness, operations and tactics, and combat, morale and psychological readiness of troops.
The GIUMD and OIG examined areas of mutual expertise and sought out ways to combine resources to help tackle some of the problems that both organizations are facing.
Surprising similarities exist between these two organizations. Specifically, both seek to assess and improve the overall efficiency of training and readiness across their armed forces.
Although the GIUMD is a relatively new organization, established Aug. 1, 1995, they have made significant impacts in influencing decisions made by the Ukrainian Ministry of Defense. The results of the ongoing inspections of the GIUMD directly affect policy making and Presidential Decrees for the security and defense of the Ukraine.
At the end of the three-day engagement, both the GIUMD and OIG began development of a road map for future engagements leading up to the possibility of combined inspections.
With U.S. Soldiers training alongside Ukrainian forces, it is now more important than ever to familiarize our organizations with each other and jointly prepare for the possibility of future aggression.
"We've got to be training with our allies, improving interoperability, and we've got to be able to move quickly (to) provide a deterrent option before it grows into a crisis," said Lt. Gen. Ben Hodges, commanding general, U.S. Army Europe.
