8TH THEATER SUSTAINMENT COMMAND 2021 SAFETY ACCOMPLISHMENTS

In 2021, former commander of the command, Maj. Gen. David Wilson, launched a comprehensive Theater-wide Safety Campaign in the Pacific, with a holistic approach to all facets of Risk Management and its application to all missions on and off-duty. As a result of leadership engagement and an effective safety campaign, the 8th Theater Sustainment Command achieved an excellent safety posture through the establishment of a holistic safety program, focused on mishap avoidance, loss prevention, and preservation of resources. Over the last year, the 8th Theater Sustainment Command experienced extraordinary success with "zero fatalities" driven by effective leadership engagement and the promotion of a safety culture. The organization's immense success in safety rating is a reflection of leadership engagement, proper safety training, safety stand-down events, comprehensive safety campaigns, utilization of Deliberate Risk Assessment Worksheet (DRAW), and application of risk management to all missions, on and off-duty, where everyone is a safety officer. Below is a synopsis of the 8th Theater Sustainment Command major accomplishments during 2021: Deployed personnel in support of four named operations within the U.S. Central Command and U.S. Indo-Pacific Theater of Operations without injuries or accidents. Established a Driver's Training Academy and licensed 423 Soldiers to drive six different types of tactical vehicles in FY21. The Drivers Training Academy accomplished this training objective by hosting a total of 18 different drivers training courses. Despite the robust nature of this program, no mishaps or incidents occurred due to the diligence and dedication to safety from the leaders who planned, resourced, and executed this training. Our Military Police (MP) Soldiers drove 1,065,800 miles operating 40 Non-Tactical Vehicles (NTV) conducting patrols of Hawaii each day, across ten Military installations covering over 73 square miles on the island of Oahu and the Pohakuloa Military Training Area (PT A) on the Big Island of Hawaii. The 2,348 Soldiers assigned to 8TSC drove over 1,945,531 miles in tactical vehicles throughout the Pacific without a fatality or Class A accident. The combined tactical and non-tactical fatality free miles driven exceeds 2 million. Our Soldiers handled 14,625 rounds of 9mm lethal ammunition and 650 military grade taser cartridges each day without a negligent discharge or incident. We executed 42 small arms ranges, encompassing eight different weapons systems, completing approximately 2,000 qualifications, without a Class A or B injury. Responded to 134 Unexploded Ordnance (UXO) real world reconnaissance and disposal missions throughout the Pacific totaling 10,311 critical response hours with zero accidents. Our Soldiers executed 32 Army Watercraft missions totaling 27,854 nautical miles sailed and 500,400 gallons of marine grade diesel during refueling operations without a fire, spillage, or incident. Our Army Watercraft Systems executed eighty inter and intra-theater high-net explosive ammunition movements transporting approximately 17,000 Short Tons (ST) of explosives without incident. In addition, we conducted training certifying 80 mariners on two Logistics Support Vessel variants to meet maritime regulatory requirements. Our divers conducted 599 diving missions at home station and across the Pacific encompassing 548 underwater hours without incident or equipment failure. In addition drown proofing training were conducted to 124 Soldiers without an incident. Our engineers completed 21 construction and infrastructure projects supporting the Joint Force in Hawaii and across the Pacific encompassing over 13,824 hours of subsurface operations without a single injury. Our maintenance personnel performed over 9,470 equipment maintenance services encompassing vehicles, small arms, and ground support equipment. Conducted inspections and unscheduled maintenance of 2,443 pieces of equipment without any mishap or incident. The organization hosted a total of ten Safety Stand-Downs events with subordinate units and disseminated over 8,000 off-duty and holiday safety informational bulletins across the command. Held four Safety Occupational Health Committee (SOHAC) meetings. Additionally, an excess of 2,550 individual risks assessments were conducted utilizing the "Off Duty Risk Assessment Card" to identify high risk personnel and develop control measures for on and off-duty activities. Awarded eight unit safety awards and two safety excellence streamers to recognize personnel and subordinate organizations for their excellence in safety. Our safety team conducted ten motorcycle mentorship classes for approximately 100 motorcycle riders reinforcing an environment that emphasizes skilled, disciplined, and safe riding. Eight motorcycle riders graduated from the Motorcycle Safety Foundation (MSF) Rider/Coach course. Conducted safety briefings during six command wide newcomer briefings. We executed the Department of Defense (DoD) Ergonomics Program providing anti-fatigue mats, chairs, and standing desks accommodations to more than 300 Soldiers and Department of the Army Civilians. Conducted four COVID-19 Town Hall meetings with our Soldiers, Department of the Army Civilians, and their Families to provide information regarding the COVID-19 vaccine, and Department of the Army guidance. Focusing on the health of the force and eliminating corrosive behaviors, the 8TSC conducted four Sexual Assault symposiums and four Suicide Prevention seminars. Monitored 18,314 movements via sealift transporting over 410,000 Short Ton (ST) of equipment across the U.S. Indo-Pacific theater of operations. Monitored over 970 strategic flights transporting over 121,000 Short Ton (ST) and 21,000 personnel throughout the Pacific. The 8th Theater Sustainment Command (8TSC) is the U.S. Army senior logistics organization in the Indo- Pacific Area of Operations (AOR) responsible for conducting theater opening, theater distribution, and theater sustainment throughout the AOR. The organization is comprised of 2,550 Soldiers, encompassing 167 different skillsets, with 35 unique capabilities, to include Military Police (MP), Explosive Ordnance Disposal (EOD), Engineering (EN), Chemical, Biological, Radiological, and Nuclear (CBRN), Army Divers, Army Watercraft Systems (AWS), Military Working Dogs (MWD), as well as all Army sustainment Military Occupational Specialties (MOS). The 8th Theater Sustainment Command (8TSC) is responsible for sustaining Joint Forces across the largest theater of operations which encompasses the following: 3.95 Billion People (50% of the World’s Population); 36 Nations; 3,000 Different Languages; Seven Major Religions; Two of the Three Largest Economies in the World; Seven of the Ten World’s Largest Militaries; Two of the Most Populous Nations in the World; Five Nations Allied with the U.S.; Two of the Three Largest Economies; Five of the World’s Nine Declared Nuclear Nations. The 8TSC is comprised of Soldiers and Department of the Army Civilians (DAC), who on a daily basis embrace a strong safety culture and adhere to standard, thus making safety a top priority. The 8TSC leadership is trained on the application of risk management and enforces the standards in an effort to protect all personnel from mishap, injury, death, occupational illness, as well as loss of team members and their Families.

  • To register your car in Hawaii, you will need to get a CS-L (MVR) 50 Non-Resident Certificate from the Replacement Detachment during in-processing as part of your needed documents. In lieu of Out-of-State permit (get Hawaii plates) you must produce the following for vehicle currently registered out of state: • Current Hawaii Vehicle Inspection Certificate • Current out-of-state registration • Shipping documents (Bill of Lading) • Application for Registration (Form CS-L 1) signed by owner(s) • Pay fees (cash, check, money order, traveler's check, or cashier's check) Out-of-State permit (keep current state’s plate) must have the following: • Current Hawaii Vehicle Inspection Certificate • Current out-of-state registration • Shipping documents (Bill of Lading) • Fill out Form CS-L 27 (out-of-state permit application form) • Pay fees (cash, check, money order, traveler's check, or cashier's check) All vehicles must be registered with the military on-post Vehicle Registration Office, Bldg. 750, Rm. 116 (808) 655-9119.   • Registration Requirements Hawaii Department of Education requires that you provide specific documentation at registration. Be sure to bring the following: • Form 14 Student Health Record/ Physical exam must have been taken in past 12 months. Appointment slip is acceptable for conditional admission. Military may take out-of-state physical results and shot records to base/post clinic to have them transcribed to Hawaii Form 14. Hawaii's quarantine law is designed to protect residents and pets from potentially serious health problems associated with the introduction and spread of rabies. All dogs and cats, regardless of age (puppies and kittens included) or purpose, must comply with Hawaii’s dog and cat import requirements.   • Once you arrive at the Honolulu International Airport, sign in at the Replacement Company Liaison Desk that is located at Baggage Claim E. Hours of operation are 1100-2300. If you arrive when the desk is not open, report to BLDG 1020 on Menoher Road, Schofield Barracks. Soldiers are authorized to report in civilian clothes; however, you must be clean-shaven, and in accordance with AR 670-1 (i.e., no piercing, etc.) http://www.army.mil/usapa/epubs/pdf/r670_1.pdf. Soldiers should bring all initial issue uniforms and hand-carry all-important documents (i.e., orders, leave form, marriage certificates, and prescriptions). Airlines sometimes lose baggage for a few days. Documents needed to sign in to the Replacement Detachment: 1) Copy of PCS orders with amendments 2) TDY en route documents 3) Copies of DA Form 31 Leave Form 4) Copy of DA Form 788 POV Inspection Sheet (if applicable) 5) 201 file (E-5 and below) 6) Copy of medical profiles (if applicable) The Replacement Detachment provides shuttle service between 0400-0730 hrs from several TLA-authorized hotels and military lodging to the Soldier Support Center at Schofield Barracks. Return trips depart the Replacement Detachment barracks at 1700 hrs. Check with Replacement Cadre for specific hotels and pick-up times. Processing schedule • The in-processing POI will be 4 days (3 days on holiday weeks) • Schedules may change due to holidays • In-processing begins on Monday at 0600 hrs at the Richardson Pool. • Ship out to gaining units is typically on Thursday at 1000 hrs. • If you arrive after 0900 hrs on Monday you will in-process the following week • There is one in-processing schedule for the following ranks: E1-E8, O1-O4. Only E9, CW4, and O5 and above will have a condensed schedule. • VIP Senior Soldiers (E9, CW5, O5 and above) will have a separate, shorter schedule • The Replacement Detachment conducts a swim assessment on Thursday mornings that requires you to swim in full uniform (ACUs) minus boots (be sure you bring an extra set of ACUs) Airport transportation: Replacement drivers are available to transport you from the Airport to the Replacement Detachment barracks, The Inn at Schofield, the Hale Koa Military Hotel, and several other TLA-authorized hotels between the hours of 1100-2300 hours, or the last flight of the night. During other hours, or if no one is at the desk, call the Replacement Detachment CQ at (808) 655-0389.
  • If you arrive and have not signed in at the Replacement Detachment Airport Liaison desk, you must sign in at the Replacement Detachment CQ. Be sure that you provide the CQ NCO with the documents listed above. Upon your completion of signing in, the CQ NCO will give you further instructions.   • Housing & Unit Billeting Single Soldiers (E1-E5) are assigned a room in the unit barracks. Unaccompanied/geographical bachelor Soldiers (E1-E5) will need to see the senior property manager for your brigade. Request for additional time require a written memorandum by your First Sergeant to the First Sergeant Barracks Initiative office. Single and unaccompanied NCOs (E6 and above), accompanied Soldiers with dependents, and dual military arriving together, regardless of grade will reside in on-post or off-post housing. You should budget money prior to arrival to avoid taking on new debt to pay move-in costs (deposit, first month’s rent, and utilities deposit). On-Post Housing On-post housing is privatized and is managed by Army Hawaii Family Housing (AHFA). You will pay pro-rated rent and security deposit for the remainder of the month you move in. Lineage and Honors

The Headquarter, Headquarters Company and Special Troops, 8th Field Army Support Command (8th FASCOM) was constituted on 5 February 1968 and activated on 1 March 1968 in Korea. Field Army Support commands provided logistical support to the Field Army units of Vietnam, as the Army recognized the need for a centralized logistics organization. The unit was inactivated on 21 June 1971 at Fort Lewis, Washington, and was re-designated on 14 April 2005 as Headquarters and Headquarters Company, 8th Theater Sustainment Command. The former 45th Corps Support Group was inactivated on 11 January 2006 and reorganized as the 8th Theater Sustainment Command (provisional). The 8th Theater Sustainment Command was activated on 15 September 2006.

Shoulder Sleeve Insignia

The shoulder sleeve insignia was originally approved for the Eighth Field Army Support command on 3 May 1968. It was re-designated for the 8th Theater Sustainment Command on 6 December 2005. The pattern of the red and white is adapted from the eighth Army shoulder sleeve insignia and the manner in which the wedges enclose the star is suggestive of the support mission. The blue star, symbolic of command, has eight points, signifying the Command's numerical designation.

Distinctive Unit Insignia

The Distictive unit insignia was approved on 3 February 2006. The Fer-de-Moulin, the center of the millstone for grinding wheat, suggests support. The sword denotes force readiness. The combination of the two images reflects the motto "Sustain The Force". The blue star, symbolic of the Command, has eight points signifying the Command's numerical designation. The palm fronds symbolize the Command's location in the Pacific Theater.
