REDSTONE ARSENAL, Ala. -- Three Army Contracting Command employees have won Army Materiel Command's 2010 Louis Dellamonica Award for Outstanding Personnel.

Timothy P. Baker, Dorothy Bell and Sylvia R. Youngman were among the 10 recipients announced by AMC earlier this month.

The award recognizes outstanding accomplishments that significantly contributed to AMC's mission and overarching goals and objectives. Each year AMC selects 10 employees, military and civilian, below the rank of general officer and senior executive service, which meet the established criteria and stand out as model employees.

"It's truly an honor to be recognized by AMC," Baker said. "I'm also very appreciative of my leadership for nominating me and providing me with rewarding career opportunities."

He is the operations branch chief in the ACC-Aberdeen Proving Ground's Huachuca Division, Fort Huachuca, Ariz., where he supervises more than 50 contracting employees.

"Mr. Baker continuously and positively motivates and inspires his subordinates, coworkers, superiors and customers," said Debra Parra, Huachuca division chief. "He has extraordinary leadership skills and dedication to excellence that are reflected throughout the organization. He manages an overwhelming workload, but remains focused on successfully accomplishing the mission in support of our war fighter."

Bell is a contracting officer assigned to the Mission and Installation Contracting Command Installation Contracting Office-Fort Carson, Colo. She is currently deployed to Army Contracting Command-Kuwait, Camp Arifjan, where she is the division chief for Contract Support Operations.

"To be nominated for this award is a privilege" she said. "I am truly honored to have won this prestigious award. Louis Dellamonica's work ethic and lifetime achievements represent the 'cream of the crop.' I am humbled to be measured by his standards."

Frank Petty, director of the MICC ICO-Fort Carson, said, "Dorothy is one of the Army's best and is most deserving of the award and recognition. She embodies the highest standards of loyalty, integrity and personal behavior continuously, creating an environment where peers and subordinates without hesitation seek out her mentorship."

Petty added that Bell's 2011 Army Acquisition Excellence Award in the Individual Sustained Achievement Award category further demonstrates her exemplary performance as a professional.

Youngman is chief of the Sustainment Contracting Division, ACC-Rock Island, Rock Island Arsenal, Ill. "I am honored to receive the prestigious Dellamonica Award," Youngman said. "It is a privilege to serve with the magnificent AMC family supporting the Soldier in the field."

Michael R. Hutchison, ACC-Rock Island executive director, said "Sylvia leads the way as a contracting professional by excelling at highly visible and demanding mission. The leadership she provides to her team of approximately 40 employees allows them to excel in the execution of nearly $1.2 billion worth of contracts in support of AMC's materiel integrator -- the Army Sustainment Command.

She regularly accepts challenges, such as the source selection authority on the Integrated Logistics Support Services contract, Army Sustainment Command's largest contract of the year. These contributions, in addition to many more, make her an excellent business advisor to ASC, a true mentor for her team and a valuable asset for ACC-RI and AMC in general."

Dellamonica was a general engineer with AMC's Hawthorne Army Depot, Nev. He was both the oldest and longest serving Department of Defense employee before retiring in January 2007 at the age of 94 with more than 65 years of service.
