ROCK ISLAND ARSENAL, Ill. -- Army Sustainment Command hosted a delegation of military and civilian senior leaders from its higher headquarters, Army Materiel Command, to showcase its many capabilities, expound upon its growing international role, and tout its day-to-day support to service members and their families worldwide.
The event was hosted by Maj. Gen. John Wharton, ASC commanding general and RIA senior mission commander. Dignitaries from AMC included Gen. Dennis Via, AMC commanding general; Lt. Gen. Patricia McQuistion, AMC deputy CG and former ASC CG; John Nerger, executive deputy to the CG; James Dwyer, deputy chief of staff for Logistics; Robert Turzak, deputy chief of staff for Resource Management, and Command Sgt. Maj. James Sims.
Wharton started out by highlighting that , as AMC's executing arm, ASC is globally responsive and regionally engaged while building and sustaining combat power for combatant commands worldwide; that ASC is sustaining a Continental U.S.-based Army while being prepared to project our forces globally and is creating efficiencies to enhance Army capabilities while shaping logistics to support the Army into 2025 and beyond.
"We exist to sustain a trained and ready Army," Wharton said.
Brig. Gen. Daniel Mitchell, ASC deputy commanding general, discussed ASC's support of the effort in Southwest Asia and ASC's rebalancing from Southwest Asia to the Pacific Theater. A large part of that effort will involve the eventual relocation of the 401st Army Field Support Brigade, currently stationed in Afghanistan, to Kuwait, in conjunction with the anticipated move of the 402nd AFSB, currently in Kuwait, to Hawaii.
Mitchell also discussed ASC's support to U.S. European Command and NATO, ASC's growing role in support of U.S. Africa Command, and integrating support to Special Operations Forces.
A Logistics Civil Augmentation Program (LOGCAP) round-up was provided by D. Scott Welker, ASC deputy to the commander.
According to Welker, the program provides base logistics and services to theater commanders. It can also be utilized in emergency and disaster-related efforts.
Welker also detailed challenges associated with managing workforce authorizations while gaining new missions such as ASC's new role of overseeing Logistics Readiness Centers (formerly known as Directorates of Logistics) worldwide, all while supporting wartime needs.
In addition, Welker explained how the Enhanced Global Logistics Enterprise (EAGLE) Program implemented six task orders resulting in a 19 percent savings with anticipated future savings of 20 to 30 percent through centralized management.
Col. Dan Reilly, ASC Installation Logistics director, detailed ASC's new LRC mission. ASC is now in charge of 73 LRCs around the world. He said emphasis is being placed on identifying, then reducing, redundant capabilities to reduce costs. Reilly also pointed out LRC support to the National Guard and Army Reserve, to which Via said, "This is a good example of what we are doing for National Guard and Army Reserve components."
Col. William Krahling, commander, ASC Distribution Management Center, detailed DMC's mission and its contributions to Brigade Combat Team reorganizations Army-wide.
The gathering also provided a forum for exchanging ideas, and an opportunity to coordinate ongoing efforts and discuss future projects.
"This was a great presentation; a great discussion," Via said. "ASC has a lot of moving parts and has a lot of irons in the fire. We are in a period of transition unlike anything we've seen since Vietnam. We are going from a wartime footing to peacetime, but we are restructuring and units are still deploying, all while we are facing sequestration - and you are at the forefront of all of that. ASC, you are doing phenomenal work. Hat's off to you for everything you do."
Also participating in the roundtable discussion for ASC were: Kathryn Szymanski, chief counsel; Carl Cartwright, executive director, Field Support; Col. Darren Werner, chief of staff; Command Sgt. Maj. James Spencer, command sergeant major; and Sgt. Maj. Douglas Martin, sergeant major to the DCG.
