Why do we need this?
"Barracks management is NCO business. This guidebook equips squad leaders, platoon sergeants and first sergeants to lead with daily presence, identify facility issues early and relentlessly advocate for their troops."
— Sgt. Maj. of the Army Michael Weimer

NCOs are indispensable to sustaining barracks. The guidebook is a resource to help NCOs lead the Army Barracks Management Program, but it is not a singular solution. The guidebook is one component of the Army's broader, multi-pronged strategy to improve barracks across the force.

What is it exactly?
The guidebook is a resource for quick reference on any device. It has step-by-step checklists tailored for every level of leadership, straight-to-the-point maintenance guides and clear templates for navigating local installation support channels. It's built to fit into an NCO's daily battle rhythm. There's no administrative fluff and it focuses purely on actionable, ground-level barracks management.

What it does.

• Teaches how to submit and track maintenance work orders. Provides step-by-step instructions for using the Army Maintenance Application (ArMA).
• Defines roles and responsibilities for all levels. Outlines the responsibilities of individual residents and leaders in the NCO support channel and chain of command.
• Lays out how to identify and report mold. Provides tips for mold prevention, cleaning and reporting with clear instructions on what actions to take.
• Explains property accountability and furnishings management. Lays out the hand receipt process, how to conduct inventories and how to work with the Furnishings Management Office to handle replacements for lost, damaged or unserviceable items.
• Provides procedures for inspections and handling contraband. Explains how to conduct inspections, including daily walk-throughs, move-in/move-out checks, and formal room inspections.

What it doesn't do.

• Does NOT make NCOs maintenance technicians or facility repairmen. NCOs are advocates who identify and report issues via ArMA. The Directorate of Public Works (DPW) and contracted technicians hold the responsibility for repairs.
• Does NOT place the burden solely on leaders. Major infrastructure upgrades, facility funding and capital repairs remain garrison and enterprise-level obligations.
• Does NOT mandate rigid inspection templates that override leader judgment. It provides suggested standards and reference points while preserving full NCO discretion to tailor inspections to their team's operational rhythm.
• Does NOT serve as a tool for punitive compliance. It is a resource to help navigate installation barracks management systems and ensure Soldiers always have quality living conditions.
• Does NOT make barracks quality of life a single-person responsibility. Barracks stewardship is a collaborative effort shared between Soldiers, NCOs, the unit chain of command, DPW, the Housing Office and garrison leadership.

Continuation pay is a direct cash payout offered to Soldiers enrolled in the Blended Retirement System to encourage long-term retention. This one-time, mid-career bonus is available to active-duty, National Guard and Reserve Soldiers. It runs concurrently with other service commitments or selective retention bonuses.

Eligibility Windows
Eligibility is highly time-sensitive. It is calculated from the Soldier's pay entry base date, which is located on their leave and earning statement.

• Calendar Year 2026: A Soldier must have completed at least seven years and no more than 12 years of service.
• Calendar Year 2027: A Soldier must have completed at least seven years and no more than 10 years of service.
• Calendar Year 2028 and Beyond: Future eligibility windows and multipliers are subject to further analysis.

Inter-service transfers joining a Blended Retirement System-eligible Army component must complete their transfer before reaching 12 years of service to maintain eligibility.

Service Obligation
To receive continuation pay, a Soldier must agree to serve an additional four years in the component they are serving in at the time of the request. This obligation begins on the exact date the Soldier signs the election form. A Soldier must take the necessary retention actions to meet this four-year requirement. Those who cannot are ineligible.

Payment Multipliers and Options
The continuation pay amount is calculated using the Soldier's pay grade and years of service. This calculation is based on the active Defense Finance Accounting Service monthly basic pay table in effect on the date of signature. A Soldier can elect to receive the payment as a single lump sum or in up to four equal annual installments.

• Regular Army and Active Guard Reserve: 2.5 times the active-duty monthly basic pay.
• U.S. Army Reserve and Army National Guard Standard Rate: 0.5 times the active-duty monthly basic pay.
• U.S. Army Reserve and Army National Guard Active Rate: 2.5 times the active-duty monthly basic pay. This rate is for a Soldier who has performed 270 or more days of involuntary mobilization within a 730-day period. This calculation excludes days served under 12301(H) status.

Mandatory Prerequisites for Soldiers
Before a Soldier can sign the request form or submit an application packet, they must complete two essential steps:

• Verify Service Dates: Confirm pay entry base date and Blended Retirement System enrollment status, which can be found on their current leave and earning statement.
• Complete Financial Training: Mandatory financial training must be completed before signing the form. The Entitlement to Continuation Pay training can be taken via the Online Learning Management System. A Soldier can also complete this face-to-face with a credentialed financial counselor or through an approved group training session.

How to Apply
Soldiers are screened annually for eligibility by career counselors and HR professionals. When eligible, a Soldier will coordinate with their career counselor to verify records, complete the mandatory training and sign the official "Request for Continuation Pay" form. This form requires a signature from a commander O-5 or above.

Once the prerequisites are completed, the signed form and proof of BRS enrollment are submitted as a personnel action request through IPPS-A.

Army Directive 2026-13 (Army Body Composition Program and Standards) aligns the Army Body Composition Program (ABCP) with medically validated, streamlined approaches to promote consistency, fairness and the overall health of the joint force. The directive establishes the waist-to-height ratio (WHtR) as the Army's sole body composition assessment. The WHtR screening replaces the height and weight tables previously used to screen Soldiers. The primary areas impacted by these policy changes include:

The New Body Composition Standard:

The new body composition standard is a WHtR of less than, but not equal to 0.55. It is recorded to a precision of three decimal places. The WHtR will not be rounded, and any subsequent digits after the third decimal place will be disregarded (.549 is a passing score; .550 is a failing score). All Soldiers will be screened at least twice per calendar year.

Waist circumference is measured at the navel (belly button), in inches. That number is then divided by the Soldier's height, in inches.

If a Soldier does not meet the initial WHtR measurement requirement, a confirmation measurement must be conducted on the same duty day by a different team. If the Soldier still fails to meet the screening standards after this second measurement, they will be enrolled in the ABCP and flagged accordingly. Please note that an ABCP flag is non-transferable.

A Soldier's AFT score does not exempt them from meeting the WHtR standard. AD 2025-17 is rescinded.

Medical Exams and Exemptions:

Regular Army and Active Guard Reserve Soldiers will receive a commander directed medical exam to rule out underlying medical conditions. Army National Guard, Army National Guard of the United States and U.S. Army Reserve Soldiers may request an exam at their own expense.

Existing medical exemptions to body composition standards remain in effect for pregnant and postpartum Soldiers.

All previous body fat assessment methods, including the circumference-based tape test, have been rescinded. WHtR is the sole authorized body composition assessment method.

Implementation Timeline:

All Soldiers must have a WHtR screening recorded on a DA 5500 within 90 days of the Army Directive's publishing date. Leaders will record a Soldier's WHtR in the Army Training Information System (ATIS) (CAC Required) using the Leader Tool.

Units may initiate separation actions for a Soldier flagged due to failure of the ABCP, but no Soldier will be separated until an 180-day assessment is completed by HQDA and further guidance is disseminated.

Commanders continue to directly oversee program execution and quality control. The regulatory requirement to appoint an administrator for the program has been rescinded.

Required Forms:

WHtR is recorded on DA Form 5500 and in ATIS. DA Form 5501 is no longer used.

Army Directive 2025-18 updates grooming and appearance standards to provide greater flexibility while maintaining professional military discipline. The primary areas impacted by these policy changes include:

Female Hairstyles:
Female Soldiers are authorized to wear a single ponytail or braid in utility and physical fitness uniforms, provided it remains within authorized length limits. Blended fades are also permitted, as long as the transition between the short sides and the longer top is smooth without any sharp undercuts.

Female Cosmetics and Accessories:
Clear or skin-tone lip gloss, clear nail polish, small, plain stud earrings, and clear lip moisturizers are authorized in utility and service uniforms. Lipstick and eyelash extensions are prohibited.

Male Grooming Standards:
Haircuts must be a blended taper or fade with restricted bulk on top. Locs, braids, twists, and cosmetics are prohibited. All Soldiers are permitted to use clear lip moisturizers.

Fingernail Standards:
Male Soldiers must keep nails trimmed to the edge of the fingertip with no polish authorized. Female Soldiers may have slightly longer nails and are authorized to wear clear polish.

Uniform and Insignia Wear:
The directive provides updated guidance for properly setting up the Army Green Service Uniform (AGSU), including instructions for tropical dress variations and other optional items.

Army Directive 2025-13 and Army Directive 2026-09 update grooming standards, medical exceptions and religious accommodation policies to support force readiness. The primary areas impacted by these policy changes include: facial hair standards, updated grooming standards, medical exceptions to policy, religious accommodation review, religious accommodation re-evaluation process and compliance and review. The primary areas impacted by these policy changes include:

Facial Hair and Grooming Standards:
Male Soldiers must remain clean-shaven while in uniform or on duty. Authorized mustaches are permitted, and sideburns must now be trimmed to be above the opening of the ear canal. Beards are prohibited without an approved medical exception to policy (ETP) or religious accommodation.

Medical Exceptions to Policy:
Permanent shaving profiles are no longer authorized. The Army implements a temporary ETP system tied to specific medical treatment plans, and accumulating excessive ETPs may lead to administrative separation. This medical profile process remains separate from religious accommodations.

Uniform, Grooming and Appearance Religious Accommodations:
The updated review processes in AD 2026-09 apply only to requests for uniform, grooming and appearance religious accommodations. It does not alter the process for other types of religious accommodations such as medical or dietary or medical ETPs. Religious accommodations are only granted for sincerely held religious beliefs. Secular, philosophical or sociological beliefs do not qualify.

Religious Accommodation Review:
The process for uniform, grooming and appearance for previously approved religious accommodations must be reinitiated. AD 2026-09 serves as written notification that a review of previously approved RAs is being initiated. All new and resubmitted requests must be routed through the Integrated Personnel and Pay System-Army (IPPS-A) to a single approval authority: the Assistant Secretary of the Army for Manpower and Reserve Affairs. Soldiers must also complete a formal, nonconfidential chaplain interview to assess the religious basis and sincerity of the request.

Religious Accommodation Re-evaluation Process:
All previously approved religious accommodations for uniform, grooming and appearance must be resubmitted for re-evaluation. Current approved religious accommodations remain valid while they are pending review during these new approval phases.

• Phase one (Days 1–120): Requires the immediate resubmission and review of all existing facial hair accommodations. Phase one implementation began upon the publication of AD 2026-09.
• Phase two (Days 121–240): Requires the resubmission of all other appearance accommodations, such as uncut hair, religious headgear, tattoos and jewelry.

Compliance and Review:
Soldiers with an approved medical ETP or religious accommodation must carry their valid, signed memorandum and present it to leadership upon request. Previously approved religious accommodation memorandums remain valid only until they are processed and a final decision is rendered during their mandated re-evaluation phase. Soldiers submitting a brand-new request must maintain current Army grooming standards while their packet is pending review. Leaders at all levels are responsible for ensuring these standards and transition timelines are understood and enforced.

Army Directive 2026-07 introduces the Combat Field Test (CFT) as a new physical fitness requirement designed to assess the combat readiness of Soldiers in 24 physically demanding specialties. This test complements the current Army Fitness Test (AFT) to ensure Soldiers can meet the functional demands of a field environment. The primary areas impacted by this policy include:

Combat Field Test (CFT) Components:
The CFT is a mandatory, pass/fail assessment consisting of seven exercises performed in a continuous, timed sequence for Soldiers serving in combat specialties. Soldiers must complete the entire sequence in 30 minutes or less. The events performed in sequence are: 1-mile run, 30 dead-stop pushups, 100-meter sprint, 16 forty-pound sandbag lifts onto a 65-inch platform, 50-meter carry of two 5-gallon water cans, 50-meter movement drill, and a second 1-mile run.

Uniform and Equipment Standards:
During the assessment, Soldiers are required to wear the Army Combat Uniform, combat boots, a brown T-shirt, and no headgear. These events are specifically designed to simulate combat tasks while wearing standard field gear to measure functional capacity under realistic physical stress.

Testing and Passing Standards:
Soldiers serving in designated combat specialties must pass the CFT to remain eligible for their current roles. Regular Army, Active Guard Reserve (AGR), and Reserve Component Soldiers on active-duty orders for 365 days or more will take one CFT and one AFT record test annually. Reserve Component Soldiers not on active-duty orders for 365 days or more will alternate between the two tests each year.

Administrative Actions for Failure:
Soldiers who fail to meet the passing standard will be flagged, enrolled in a mandatory remedial training program, and required to retest within 90 days. There is a one-year transition period ending on April 17, 2027, during which no administrative actions will be taken solely for failing. Repeated failures following this grace period may lead to reclassification into a non-combat specialty or administrative separation.

Medical Profiles and Eligibility:
Soldiers with permanent medical profiles that prevent participation in the required events are ineligible for the CFT and will undergo evaluation for potential reclassification. The directive provides specific guidance for those on temporary profiles, including pregnancy and postpartum recovery, to ensure compliance with existing health and fitness policies.

The U.S. Army is fundamentally transforming how Soldiers fuel for the mission. Through the Army Food Program Strategy (AFPS), the Army is rolling out innovative food initiatives that prioritize flexibility, convenience and nutrition to meet Soldiers where they are, enhancing both quality of life and overall force readiness. Modernization efforts include:

Campus-Style Dining Venues (CSDV):
Pilot facilities, such as 42 Bistro at Fort Hood and The Stack House Bistro at Fort Carson, replace traditional dining with a modern food-court model featuring multiple food stations, extended hours, and social amenities like Wi-Fi. The CSDVs convert a Soldier's daily meal entitlement under the Essential Station Messing (ESM) program into a flexible $39 value per day (for 3 meals), allowing Soldiers to eat when and where they want using their Common Access Card (CAC).

Victory Fresh:
Focused on training installations, Victory Fresh facilities help Soldiers fuel their bodies in a healthy way within the time constraints of an on-the-go operational tempo. Victory Fresh offers grab-and-go wraps and salads, as well as build-your-own power bowls, available to Soldiers, civilians and their guests, provided by a staff that is personally trained by Chef Robert Irvine and his team of chefs.

Distributed Dining:
The Army has expanded 24/7 food access near training areas and motor pools via the deployment of 25 mobile food trucks across 15 installations, 25 self-service kiosks across 14 installations, and meal-prep programs across 17 installations.

Flexible Eating and Expanded Dining (FEED) Program:
The FEED program supports warfighter readiness and improves Soldier accessibility to meal options when legacy feeding capabilities are limited. This includes situations where Soldiers cannot reach existing kiosks, food trucks or dining facilities. FEED aims to expand access points and ensure Soldiers can use their entitlements regardless of location or operational constraints. It allows Soldiers to use their meal entitlements at participating on-post Army and Air Force Exchange Service locations, such as Subway, Burger King, Qdoba and Starbucks. The program only allows healthy eating options. Nutritionally approved menus, evaluated by dieticians, guarantee that the expanded food options continue to meet high nutritional standards.

Fort Stewart is the first installation to integrate the FEED program following a successful two-week pilot at Fort Hood in 2025. The program benefits Fort Stewart Soldiers by maintaining their quality of life and entitlements while their permanent campus-style dining venue is under construction. This launch will serve as the model for future installations in providing flexible dining options that align with modern operational schedules.

The Army Food Program will continuously modernize to best meet Soldiers where they are. Campus-Style Dining Venues at additional installations are planned to open throughout FY26 and FY27, and other initiatives will roll out based on Soldier feedback and lessons learned from the ongoing pilots.

The Army has launched the Quality Tiered Incentive (QTI) Program, a retention initiative designed to reward high-performing Soldiers with performance-based monetary incentives. This program modernizes the reenlistment process by directly linking a Soldier's on-the-job performance to the value of their reenlistment bonus. The primary areas impacted by this policy include:

Performance-Based Tiers:
Beginning April 1, 2026, commanders will annually evaluate and stratify all Regular Army enlisted Soldiers entering their reenlistment window. This evaluation includes those who are currently flagged or ineligible in the event they become eligible in the future. Soldiers are evaluated within their specific cohort, defined as their rank and military occupational specialty, and placed into one of four quality tiers. This assessment utilizes a Quality Tier Score Card to evaluate the whole Soldier.

Evaluation categories include:

• Physical fitness based on documented scores.
• Technical expertise through certified training and badges.
• A performance review of leadership potential, including degrees and certifications.

Incentive Structure:
A Soldier's tier placement directly determines the amount of their Selective Reenlistment Bonus. A quality tier does not guarantee a bonus. Soldiers are only eligible if they are authorized an SRB in the current MILPER message. The program uses an inverse relationship where the highest quality tier equals the highest payment step:

• Tier 1 (Step 4 Payment): is reserved for the highest-performing Soldiers who significantly exceed standards. Commanders are limited to placing no more than 50 percent of a cohort into this top tier. If a Soldier is the sole member of their cohort, the 50 percent rule does not apply, and the commander assigns the tier based solely on individual merit.
• Tier 2 (Step 3 Payment): is for high-performing Soldiers who consistently meet or exceed standards.
• Tier 3 (Step 2 Payment): is for fully qualified Soldiers who reliably meet Army standards.
• Tier 4 (Step 1 Payment): is for Soldiers who meet the minimum standards for continued service but fall into the lowest performance bracket.

Commander's Role and Assessment:
The QTI program empowers company commanders to evaluate their Soldiers' performance using the standardized calculation tool. Commanders have the discretion to adjust a Soldier's tier based on their professional judgment, but widespread adjustments require exceptionally strong justifications. All assessments are ultimately validated by the battalion commander to ensure equity across the formation.

Appeals Process: If a Soldier disagrees with their tier placement, they have seven calendar days to submit an appeal via a memorandum for record for errors only. This appeal is routed through the battalion for a final determination by the brigade commander. Even if an appeal is denied, the Soldier must sign the score card to remain eligible for any monetary incentives.

Role of the Career Counselor:
Career counselors serve as key facilitators in the QTI process. They provide eligibility rosters, transcribe scores to create cohort order of merit lists and present these to the command teams for validation. Counselors are also responsible for ensuring that the reenlistment contract reflects the Soldier's validated tier at the exact time of reenlistment, as tiers can change during quarterly or annual reviews.

Data and Systems of Record:
All tier assessments must be based on qualifications and performance metrics found in official Army systems of record, such as the Integrated Personnel and Pay System-Army and the Army Training Information System. Soldiers must ensure their digital personnel files are accurate and up-to-date prior to evaluation.

The U.S. Army is modernizing how Soldiers manage their individual equipment with the Soldier Equipping and Asset Management (SEAM) program. This digital platform replaces the outdated Installation Support Module-Central Issue Facility (ISM-CIF) system, providing a streamlined, transparent, and Soldier-centric tool to enhance readiness and accountability. The primary areas impacted by this new system include:

SEAM Online Portal:
SEAM provides a centralized, CAC-enabled website (seam.army.mil) that serves as a one-stop solution for all Organizational Clothing and Individual Equipment (OCIE) needs. Soldiers can access the portal from any authorized government device to manage their gear, view records, and schedule appointments online.

Digital Clothing Record:
The traditional paper DA Form 3645 can now be viewed as a dynamic digital record within the SEAM portal, allowing Soldiers to view, manage, and print their official equipment list on demand. This provides constant access to their OCIE record and empowers them to maintain personal accountability.

Global Appointment Scheduling:
The system empowers Soldiers with a self-service tool to schedule, reschedule, or cancel appointments at any Central Issue Facility (CIF) worldwide. This provides greater flexibility and control over their time, eliminating the need for phone calls or in-person visits and making it easier to coordinate clearing procedures.

Real-Time Equipment Visibility:
SEAM provides Soldiers with visibility of their equipment, complete with photos. This ensures that a Soldier's record is accurate and up-to-date, giving them direct oversight of their assigned gear and reducing the potential for discrepancies that were common with the legacy system.

Streamlined PCS and ETS:
The program simplifies the equipment clearing process for Soldiers who are changing duty stations or separating from service. By providing a single, persistent digital record and easy appointment scheduling, SEAM makes in-processing and out-processing a smoother and more efficient part of a Soldier's transition.

Integrated User Support:
The SEAM portal includes a comprehensive "Knowledge" tab with self-help resources such as videos, FAQs, and step-by-step articles. For more complex issues, a "Get Help" feature allows Soldiers to submit a support ticket and receive a trackable case number for resolution.
