ROCK ISLAND, Ill. -- The Distribution Management Center welcomed Col. Victor M. Harmon as its new commander during a change of command ceremony July 14, held at the Arsenal’s Constitution Square. During the ceremony, the command also bid farewell to outgoing commander Col. Matthew T. Higginbotham, who retired after 26 years of service.

Maj. Gen. Yves Fontaine, commander of the U.S. Army Sustainment Command, hosted the ceremony and praised Higginbotham for his accomplishments.

“Your commitment to the needs of the Soldier will live on in the work you’ve done here,” said Fontaine. “You’ve created a flexible organization that will continue to evolve in response to every new mission that comes its way.”

The ceremony included a 13-cannon volley, presentation of flowers to spouses and transfer of command.

“Welcome to ‘The Rock,’’’ Fontaine said to Harmon. “I know you will enjoy your command here, and are ready to take on this superb group and lead it to success.”

Harmon said it is a true blessing to take command. “I am deeply humbled and honored to stand here as the commander of this outstanding organization. I look forward to serving with you and sharing in all the future holds.”

The change of command ceremony was followed by the retirement ceremony in honor of Higginbotham.

“What a very special day this is for me and my family,” said Higginbotham. “It’s not every day that you change command and retire, all in the same day.”

Fontaine concluded the ceremony by thanking both men for their contribution, past or future. “Thank you for all that you’ve done (and will do) here at ASC and for the Army.”
