REDSTONE ARSENAL, Ala. -- The redesign of two Army Materiel Command headquarters staff sections reached full operational capability Oct. 1.
The process began May 1 when the staff sections started realigning their missions and roles under different sections in an effort to improve and streamline processes as the command prepares to move to Redstone Arsenal, Ala., by July 2011.
The realignment moved the Deputy Chief of Staff G-3/5's Enterprise Integration Directorate to the Chief Information Office/G-6, and moved the G-3/5's Support Operations Directorate to the Deputy Chief of Staff G-4. This redesign now properly aligns management and oversight of industrial operations business processes and information technology programs in the headquarters. "It [the redesign] improves management controls, streamlines the management processes and provides our employees with more career opportunities within the redesigned organization," said Dr. Edward M. Siomacco, CIO/G-6.
Calling information technology a key enabler for AMC operations, Kevin D. Moore, chief, Enterprise Services Management Division, said the redesign has resulted in a more mission-oriented posture that integrates business systems and traditional information operations.
During an Oct. 1 town hall for the G-6 staff, Siomacco said he wanted everyone to be comfortable and know where they fit in the organization, and emphasized that the new skill sets brought together by the redesign provided opportunities for the staff.
He summarized benefits of the redesign as preparing the G-6 to respond to a new business environment and providing improved data management in support of the Materiel Enterprise equipping strategies.
James C. Dwyer, acting DCS G-4, said moving support operations to the G-4 is creating a more integrated work environment.
"The G-4 redesign gives depots one-stop shopping," he said. "It streamlines things for the customer and enables better decision making at the headquarters."
Dwyer said the redesign is a "more holistic solution for logistics readiness," and that it looks at the industrial base as a whole. He called it a global view instead of the more traditional stovepipe view.
Dwyer said talking to the people affected by the redesign was critical and he stressed that there was no devaluation of jobs as a result of the redesign.
The G-4 is now going to "test drive" the redesign for function and efficiency and look for ways to make it even better.
While both Siomacco and Dwyer said the FOC status of the redesign marked an end state, they acknowledged that it is also a beginning for optimizing business processes and tracking metrics to achieve efficient and effective customer support.
