Public Law 101-189 (Military Child Care Act) requires a standard DoD Child Care Fee Policy for all branches of the military. The last DoD fee policy was issued more than six years ago for School Year 04-05.
The new "key features" of the SY 10-11 fee policy include:
- Fees are based on Total Family Income (TFI)
- Three new TFI categories have been added which includes categories 7, 8 and 9
- Expansion of Category 1 allowing more families to qualify for the lowest fee and lowering the start of categories 2-6, allowing some families to move to the next lower TFI category.
The Army concluded that 100 percent compliance with DoD fees this year would cause significant financial burden on some Army families. This resulted in the Army being granted an exception to policy to phase in compliance over a 2-3 year period. These standardized fees across the Army establishes predictability and consistency for families.
SY 10-11 Army Child & Youth Fee Policy will go into effect at all Army installations on Oct. 1.
Standard features include free registration, linking fees to program operating hours, 15 percent multiple child reduction for 2nd and additional children enrolled in full day, part day and youth sports, and hourly care rate at $4/hour for all patrons/programs.
