JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (July 31, 2025) – Leaders at the Maneuver Support Center of Excellence recognized Jamie Horton, a Mission and Installation Contracting Command purchasing agent, as one of its top civilians and instructors of the year during an awards ceremony on July 18 at Fort Leonard Wood, Missouri.

Horton was named the top civilian in the MSCoE Foundational category for "Driving Change That Shapes the Force."

“This is about celebrating our team,” said Maj. Gen. Christopher Beck, commanding general of MSCoE and Fort Leonard Wood. “You are what makes Fort Leonard Wood an installation of choice.”

Horton supports the installation’s Directorate of Public Works, managing Multi-Award Task Order Contract task orders and Job Order Contract actions from solicitation to award and post-award for construction projects on the installation.

“Being recognized for my work is awesome,” Horton said. “I was pleasantly surprised when Mr. Tucker handed me an envelope with a letter in it congratulating me on being selected as one of the employees of the year, which I had no idea I had even been nominated. Our office here at Fort Leonard Wood is full of outstanding employees who support one another daily. It is a great place to work and call home.”

Horton’s contributions include managing and executing infrastructure projects at Fort Leonard Wood. He oversaw JOC projects totaling $25 million, ensuring their timely and efficient execution. He was also involved in the development and solicitation of a $3 million fiber optic cable project, which was designed to improve communication and safety for the training brigades. Additionally, he managed short-notice repairs to storm-damaged facilities, which helped minimize disruptions to training operations.

Horton’s recognition highlights the contributions of civilian employees in supporting the Army’s mission at Fort Leonard Wood.
