The U.S. Army Garrison - Detroit Arsenal hosted a change of responsibility ceremony July 17 welcoming William Cole as the new garrison manager. He assumed responsibility from Carrie Mead in a ceremony presided over by Scott Halter, acting director of Installation Management Command’s Sustainment Directorate.

The ceremony was attended by senior leaders from throughout the installation, soldiers, civilian employees, and community partners, as well as political leaders from the local community.

Mead, who has led the Garrison with dedication and vision since 2019, was lauded by Halter for her commitment to supporting the arsenal’s vital mission of providing base operations, infrastructure management, and quality-of-life services to the tenant units. "She is a gifted leader who has consistently proven her passion for people, which is critical because installation management is a people business,” added Halter. “Under her leadership, the Detroit Arsenal saw significant improvements in energy efficiency programs, community outreach, facility upgrades and more.”

“It has been an honor to serve as the garrison manager here at Detroit Arsenal,” said Mead during the ceremony. “I am incredibly proud of the team and all we have accomplished together. I have full confidence in Bill’s ability to lead the garrison forward and continue to build upon the strong foundation we’ve established.”

William Cole brings a wealth of experience to his new role, having most recently served as Senior Plans Analyst for Headquarters Department of the Army, Deputy Chief of Staff G9, Plans and Operations Directorate providing synchronization support for All Things Pacific and operationalizing annual Facility Investment Guidance. He expressed his enthusiasm for joining the Detroit Arsenal team and reaffirmed his commitment to supporting the mission and the people who make it happen.

“It is both an honor and a privilege to stand before you today as the incoming Army garrison manager,” said Cole. “I would like to begin by expressing my heartfelt gratitude to my predecessor for her outstanding leadership, dedication, and commitment to our garrison team and the Detroit Arsenal community. I am truly grateful for the opportunity to take the reins work alongside such a remarkable team.”

The Detroit Arsenal community extends its sincere gratitude to Carrie Mead for her exemplary service and wishes her all the best in her future endeavors as she attends the Army War College. We also warmly welcome William Cole and his wife Mijung and look forward to a bright future under his command.
