WHITE SANDS MISSILE RANGE, N.M. (June 6, 2025) A Change of Command Ceremony was conducted on June 6 to formally recognize Lt. Col. Joseph J. Pavelites as the new Commander of the McAfee U.S. Army Health Clinic at White Sands Missile Range.

This event highlights the Army's commitment to providing exceptional healthcare to service members and their families. It also marks the beginning of several leadership transitions as the weather warms up at White Sands Missile Range.

A Change of Command Ceremony was conducted on June 6 to formally recognize Lt. Col. Joseph J. Pavelites as the new Commander of the McAfee U.S. Army Health Clinic as the outgoing Commander, Lt. Col. Joseph E. Fisher relinquished his responsibilities at White Sands Missile Range.

Military personnel, civilians, community members, and off-post partners gathered in front of the Organ Mountains as Pavelites assumed his new duties, and the outgoing Commander, Lt. Col. Joseph E. Fisher, relinquished his responsibilities.

The host for the ceremony was William Beaumont Army Medical Center Commander Col. Lee C. Freeman.

"You and the team supported the joint commands here on White Sands Missile Range, serving as the director of health services and medical policy advisor to the senior mission commander, Brig. Gen. Turner, as well as the liaison to the local, medical, and support agencies," said Freeman as he reflected on Fisher's acts. "Joe, you made a lasting impact on the mission here. Just know that."

"To Joe Pavelites, I have a few points to pass on as you execute the most challenging and rewarding time of your career thus far, and I believe you will be instrumental in your team's success," said Freeman.

Freeman emphasized the importance of readiness and encouraged Pavelites to challenge both himself and his civilians and soldiers to be mentally and physically prepared. He stressed the importance of maintaining good order and discipline while ensuring high-quality patient care. He also reminded Pavelites that it's essential to remain vigilant regarding his team's welfare and to execute timely recognition and justice. Lastly, he urged Pavelites to add value by leading by example both on and off duty and by providing clear guidance and communication.

"I'd like to thank Brig. Gen. Turner and Col. Freeman for the distinct honor and privilege of commanding this unit over the past two years," said Fisher as he addressed those in attendance. "I've learned an extensive amount from you both and have appreciated your guidance, mentorship and support that you provided as I navigated this chapter of my life. Thank you again."

"I didn't single-handedly make any improvements or achievements; the truth is I'm just an average guy who's been blessed with an incredible team. The truth is it's the McAfee staff that are amazing, the McAfee staff that are great, exceptional even," Fisher humbly said as he gave his team the credit for the achievements made during his assignment.

Fisher continued, "They are the ones who bore the weight of all the inspections, all the exercises, closing out COVID, two Bataans, consistent quality, safety and care of our beneficiaries, the countless industrial hygiene inspections across 2.3 million square acres and most recently, the measles response."

Fisher expressed his final thanks and goodbyes to everyone present. He also shared heartfelt words with his wife, Krystal Fisher, and his six kids. Shortly after, Pavelites addressed White Sands Missile Range, expressing enthusiasm for starting his new journey with his wife, Luisa Hernandez.

"Assuming command, assuming the mantel on the latest shift for me, is about listening, learning and lifting others. I pledge to uphold the Army values in every decision and to lead with transparency, compassion, and purpose," said Pavelites. "My command philosophy is simple: people first, mission always. When we take care of our people, our soldiers, civilians and families, the mission will complete itself."
