Fort Meade, MD - The 7th Signal Command (Theater) (7SC(T)) Headquarters & Headquarters Company (HHC) held a change of responsibility ceremony Mar. 21, 2025, at the Capt. John E. Smathers Reserve Center at Fort Meade, Maryland. Sgt. First Class Candice Bromell assumed responsibility from First Sgt. David Walik.
Capt. Sophie Rosado, 7SC(T) HHC Commander, hosted the ceremony, during which Walik passed the unit's guidon to Capt. Rosado, who passed it to Bromell, in a changing of the guard for the Command’s headquarters.
The passing of the guidon, which represents a unit’s identity, pride, and cohesion, is a time-honored Army tradition symbolizing the formal transfer of responsibility and continuity of leadership from the outgoing first sergeant to the incoming.
In her remarks, Rosado praised Walik’s dedication throughout his tenure as first sergeant. “He has been the company’s rock, showing up at all hours, and keeping this place running—often in ways no one even realizes,” said Rosado. “Whether it’s mentoring Soldiers, managing chaos, or shoveling snow on a Sunday, he does it without hesitation.”

Rosado also welcomed Bromell to her new position, telling her, “You are stepping into a critical role, one that carries both immense responsibility and deep trust. The passion, energy, and dedication you bring to this role are the foundation of a successful unit.”
In his remarks, Walik expressed gratitude for the support he received from the Soldiers, Civilians, and leadership of the Command Headquarters during a period of facility-related challenges. He also praised Bromell as the right choice for the position, stating, “I have no doubt [Bromell is] wholeheartedly committed to making this organization even better than it already is.”

For her part, Bromell said she was eager to take on the new role and support the headquarters and the HHC commander. “As we move forward, my purpose will be to remove obstacles that stand in the way of our success, and to ensure that every member of this team is empowered, valued, heard, and supported,” she said.

Walik had been the HHC first sergeant since March 2024, and previously served as the 7SC(T) equal opportunity representative. Next, he will attend the Sergeant Major Academy in Ft. Bliss, Texas.
Bromell is a native of Sanford, North Carolina and enlisted in 2010. She comes to HHC from the 7SC(T) G-3 operations team, where she served as a network communications systems manager. Prior assignments include telecommunications operations chief at 32d Air and Missile Defense Command; platoon sergeant at 86th Signal Battalion, Ft. Bliss, Texas; and plans and operations non-commissioned officer at 50th Signal Battalion, Fort Bragg, North Carolina.
The 7SC(T) is the U.S. Army’s premier communications provider with global reach, enabling the Army's ability to build, train, compete, fight, and win across complex Joint & Coalition Multi- and All-Domain environments. The Command executes theater-level DODIN operations; and plans and delivers continual improvements to the Unified Network to provide the CONUS digital infrastructure required by National Leaders, the Joint Force, and the Army for data-driven operations and decision making.
The Command has a split-based headquarters with operational components at Fort Meade, Maryland, and support components at Fort Eisenhower, Georgia. It has three subordinate signal brigades: the 21st Theater Signal Brigade, headquartered at Fort Detrick, Maryland; the 93d Theater Signal Brigade, headquartered at Fort Eustis, Virginia; and the 106th Theater Signal Brigade, headquartered at Fort Sam Houston, Texas.
