On February 22, 2025, the Huntsville Air Defense Artillery Association and the North Alabama Chapter of the United States Field Artillery Association hosted the Order of Saint Barbara’s Dinner and Induction Ceremony at The Summit on Redstone Arsenal, Alabama. Seven honorees from the Army Contracting Command – Redstone Arsenal (ACC-RSA), the largest Army contracting center, were among those inducted into the Order of St. Barbara and recognized for their outstanding contributions by the Air Defense Artillery Association. Major General Frank Lozano, program executive officer for missiles and space and a 2025 inductee, served as the master of ceremonies.

The Order of St. Barbara medal was awarded to ACC-RSA leaders who have made significant contributions to the United States Army Air Defense Artillery branch. Order of St. Barbara honorees are recognized by their superiors, peers, and subordinates as demonstrating the utmost standards of integrity, competence, character, and selflessness. Nominations are made only by members of the Honorable Order of St. Barbara.

ACC-RSA Order of St. Barbara Inductees

A brief synopsis for each new ACC-RSA Order of St. Barbara recipient’s achievements follows:

Mr. Mark Dillinger is the Strategic Sourcing and Category Management (SSCM) Division chief. He leads a multifunctional team of contract specialists, contracting officers, and acquisition business specialists who provide advisory and contract support services for multiple programs. His career is marked by selfless service, integrity, and professionalism.

Mr. Billy R. Gravitt is the branch chief for the Air and Missile Defense Systems team. He enabled support of Indo-Pacific and European theater air defense, procuring various systems to include Iron Dome. His efforts contributed to an industrial base capable of sustaining fielded systems, maintaining pace with Army modernization efforts and postured to surge in support of large-scale combat operations.

Ms. Eileen Hipe serves as the Policy and Assessments, Review and Compliance, and Government Purchase Card Division chief. Her team of acquisition professionals support both United States government employees and industry partners. Her knowledge, skills and business acumen are considered the gold standard.

Mr. Johnnie Irby III is a division chief for Tactical Missiles. He provides direct support to Program Executive Office for Missiles and Space (PEO MS) and maintains close coordination with Army leadership, Office of the Secretary of Defense (OSD), industry and other key organizations. He leads 35 contract personnel and is well known throughout the Department of Defense as one of the top contracting professionals in the acquisition community.

Ms. Jennifer Kimzey is currently a tech director for Workforce Development at ACC-RSA. In her recent work as a division chief for Tactical Missiles, her portfolio included Stinger, National to Advanced Surface to Air Missile (NASAMS), Integrated Air and Missile Defense Battle Command System (IBCS), and Maneuver Short Range Air Defense system. She successfully led 45 contract personnel and made major contributions to the Air Defense Artillery mission.

Ms. Yvette Krasts serves as the Pricing Division chief. She successfully leads 55 geographically dispersed cost and price analysts. Through her coaching, training and mentoring, her team assists and advises on some of the most challenging problem sets. They supported more than 68 PEO Missiles and Space and PEO Aviation programs and requirements during fiscal year 2024.

Ms. Virginia “Ginger” Rosacia is the Source Selection Advisory Team/Advocate for Competition (SSAT/AFC) Division chief. She leads a team of senior procurement analysts who support more than 650 contracting professionals. Her team is a key component in the successful award of sole source and competitive major air defense weapons systems that are critical in the defense of the United States and its allies from adversaries.
