Cliff Roberts, an ACC procurement analyst assigned to the Mission and Installation Contracting Command - Joint Base Lewis-McChord contracting office in Washington, is one of ten employees across the Army Materiel Command enterprise recognized as part of the fiscal 2020 Louis Dellamonica Award for Outstanding Personnel of the Year.

REDSTONE ARSENAL – Cliff Roberts, a procurement analyst working in the U.S. Army Contracting Command's Mission and Installation Contracting Command office at Joint Base Lewis-McChord in Washington was recognized by Army Materiel Command with the prestigious Louis Dellamonica Award for Outstanding Personnel of the Year 2020.

The award annually recognizes civilian and military members from across the approximately 175,000 member AMC enterprise for their innovation, leadership and dedication to the mission, and Roberts was one of ten such employees recognized. Roberts was also earlier recognized by ACC with a Gold Eagle award for contracting excellence.

In total, his efforts to identify efficiencies in contract spending resulted in the savings of more than 50 million dollars.

Wayne Patterson, the deputy director of the MICC-JBLM contracting office, speaking about of Roberts’ performance during 2020 said “Roberts….enthusiastically excelled at world class analysis, innovation and customer engagement.”

“His reviews are yielding 14 to 16 notable findings per performance work statement and should produce massive cost savings and productivity gains. Roberts’ exceptional business acumen and ability to provide actionable business advice to senior leaders embodies the highest standards of loyalty and integrity.”

Some of Roberts’ other notable contributions include leading the response to the Army Contracting Command (ACC), Commanding General’s commitment to glean out one billion dollars of contract savings by driving process efficiencies and maximizing the value of every dollar expended through MICC-JBLM contract mediums. He served on the AMC-level contract review board (CRB) train-the-trainer team and led the effort to train more than 200 individuals from Installation Management Command and tactical units at JBLM on the use of Microsoft Teams when the COVID-19 pandemic forced employees to telework.

Always seeking to improve a process, Roberts detected MICC-wide metric anomalies, took the initiative to improve operations and subsequently designed a tool to facilitate a more efficient and effective data-driven decision capability. His adaptation of the MICC-Procurement Update Briefing tool used to assess local office procurement actions provided leadership with an instant, more accurate insight into procurement data and the reliability of the procurement planning process. This tool provides decision makers with a detailed snapshot of all contract actions, comments, and statuses from the organizational level all the way down to the workload of an individual contract specialist.

Patterson further lauded Roberts’ business acumen saying his "ability to provide actionable business advice to senior leaders embodies the highest standards of loyalty and integrity. Roberts fosters an environment where he serves as a positive role model and is an inspiration to the command.”
