Reassignment of Army Training Support Center to the Combined Arms Center
What is it'
On May 1, 2009, the Army Training Support Center (ATSC) located at Fort Eustis, Va., will be reassigned to the Combined Arms Center (CAC), and then to the Deputy Commanding General for Training (CAC-T), at Fort Leavenworth, Kan. Since its establishment in 1976, ATSC has been a field operating agency of the Headquarters Training and Doctrine Command (HQ TRADOC), Deputy Chief of Staff for Operations and Training (DCSOPS&T) or G-3/5/7.
What has TRADOC done'
TRADOC has established the TRADOC campaign plan (TCP) to integrate and synchronize lines of operation designed to accomplish the TRADOC commanding general's vision and guidance. One of tenets of the TCP is that major subordinate organization (MSO) leads be empowered with authorities and responsibilities to execute assigned TRADOC core functions. As an MSO, CAC is the lead for the core function of training support. ATSC is responsible for planning, integrating, implementing and sustaining many of the training support programs, products, services and facilities that support training. The reassignment of ATSC to CAC-T will consolidate the training support core function under one command and improve the management and delivery of training support across the Army.
What efforts does TRADOC plan to continue in the future'
Through the TCP, TRADOC will continue to synchronize its transformation and rebalancing efforts. It will review decisions, such as the reassignment of ATSC to CAC, refining as necessary to ensure efficiencies and responsiveness result from these initiatives. As TRADOC also assumes responsibility for the Human Capital Enterprise under the Army's Enterprise Transformation, it will continue to provide the structure, governance systems and culture to enable the delivery and sustainment of trained and ready forces.
Why is this important to the Army'
Just as the Army continues to rebalance and transform to improve Soldier and joint force capabilities to meet the challenges of the new security environment, TRADOC is rebalancing and transforming in order to improve support to the Army Force Generation (ARFORGEN) process. The reassignment of ATSC to CAC-T, and the subsequent development of the CAC-T-managed Training Support System Enterprise, will improve the efficiencies of the management and delivery of training support capabilities that are critical to effective training in the Army.
