SAN ANTONIO, TEXAS--- The U.S. Army Medical Command (MEDCOM) G-8 sponsored a Resource Management (RM) training event Aug. 22-26. Col. Derrick Flowers, Assistant Deputy Chief of Staff for Resource Management, G-8, Chief Financial Officer for MEDCOM gave opening remarks to more than 250 civilian and military participants.
The theme for this year's training was value and cost management, with a focus on how fiscal responsibility helps lead to mission success.
"As resource managers we need to think about readiness as we focus on the business," said Flowers.
The training brought together MEDCOM Budget Officers and Comptrollers in a focused, hands-on event to educate the financial community on updated funding models and methodologies. It also provided professional development, informed employees about training opportunities and allowed for an atmosphere where people were able to network and share ideas.
Robert Goodman, MEDCOM Chief of Staff, provided attendees his strategic perspective from the command-level.
"We are going to be moving towards the medically ready force 4-6 months out (Medical Readiness Assessment Tool MRAT)," said Goodman. "We need our direct care facilities to keep our staff ready to go."
The MRAT improves leader insight on unit-level medical risk and enables clinicians to efficiently provide accurate individual-level readiness assessments to commanders. The MRAT supports Army Medicine's transformation from a healthcare system to a system for health by identifying at-risk Soldiers earlier than previously feasible, improving evaluative quality, and enabling clinicians to better engage patients.
Goodman added, "Chief Financial Officers (CFOs) need to be influencing what happens at their local Military Treatment Facilities (MTFs). All CFOs have to rise up to be leaders and help lead your organization."
As the MEDCOM transitions from a traditional funding model to a high reliability organization health system funding model, it is vital for attendees to gain knowledge on funding models and methodologies and reduce variances in MEDCOM budget operations, said Flowers.
"Keep readiness in your mind," added Flowers. "Readiness and access to care are paramount this year."
Army Medicine readies the force by optimizing the Total Army's physical and cognitive overmatch over opponents and ensuring responsive medical capabilities are prepared to provide globally integrated health services whenever and wherever called upon.
