Brig. Gen. Thomas H. Todd III became the RDECOM deputy commanding general and Natick Soldier Systems Center senior mission commander in November 2015.

Todd received his commission as a second lieutenant upon his graduation from The Citadel in 1989. He attended the Aviation Officer Basic Course and Initial Entry Rotary Wing training at Fort Rucker, Alabama, where he graduated as honor graduate. He then attended the OH-58 A/C Maintenance Test Pilot Course at Fort Eustis, Virginia. His first assignment was to Fort Hood, Texas, where he served as a platoon leader, company executive officer, and S-4 of the 4th Squadron, 6th Cavalry Brigade and as troop commander of Delta Troop, 4/6 CAV. Following command, he attended the Army Aviation Officer Advance Course and H-60 MTP course and served in the A-301st "Flying Tigers" Aviation Company, Republic of Korea, as a UH-60 maintenance test pilot and executive officer.

In April 1996, Todd joined the Army Acquisition Corps. With an assignment to the Aviation and Missile Command at Redstone Arsenal, Alabama, he served as a contracting officer for the Patriot Missile and Comanche programs. While there, he deployed as the chief of contracting for Joint Task Force Bravo in support of Hurricane Mitch disaster relief efforts in Central America. Beginning in June 2000, he served in Special Programs and as the executive officer to the director, Defense Contracts Management Agency, Washington, D.C. Following graduation from resident Command and General Staff Officer Course at Fort Leavenworth, Kansas, he served as the assistant product manager for Air Warrior, Program Executive Office Soldier. He led multiple team deployments to Operation Iraqi Freedom and Operation Enduring Freedom to equip and train combat aviation brigades of the 101st Airborne Division (Air Assault) and 25th Infantry Division. In June 2006, he assumed duties as product manager for the CH-47F Improved Cargo Helicopter program. He led the program through successful operational test, first unit equipped, initial operational capability, and the initial deployment of the CH-47F into OEF. Afterward, he served as director for Aviation, Intelligence and Electronic Warfare on the staff of the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology. In 2011, he became project manager for the Utility Helicopters Project Office. While there, he led the UH-60M Black Hawk Program into a five-year multi-year contract, achieved program initiation approval for the Improved Turbine Engine Program and the H-60V Black Hawk Program, and fielded over 500 UH/HH-60M and UH-72A aircraft to the Army, Navy, Air Force, Homeland Security and 35 international partners.

Todd earned a bachelor of science in business administration from The Citadel and master of science degrees in both contract management and strategic studies from the Florida Institute of Technology and U.S. Air War College, respectively. His awards include the Legion of Merit (with Oak Leaf Cluster), the Defense Meritorious Service Medal, the Meritorious Service Medal, the Joint Service Commendation Medal and other Army and joint commendations and awards. He is a Senior Army Aviator and Air Assault graduate. Todd is married with three children and a son-in-law.
