The United States Army Contracting Command is the Army's global two-star command responsible for delivering the power of Army contracting to win every day, anywhere, every time.
The United States Army Contracting Command-Redstone Arsenal (ACC-RSA) provides contracting, acquisition and business advisory support for major aviation and missile systems, research and development efforts, and installation operations.
Headquartered at Redstone Arsenal in Huntsville, Alabama, ACC-RSA is the largest of the U.S. Army Contracting Command's major contracting centers. The center awarded over 13,000contracts in fiscal year 2025 valued at more than 34.21 billion dollars. The organization accomplishes this with a dedicated workforce of nearly 900 military and civilian personnel.
From helicopters to missiles, systems engineering and technical assistance, and research and development to technology and engineering, the center delivers the capabilities Soldiers need to succeed. Additional contracting support includes foreign military sales, contingency support, range and operational support, concept development, prototyping and limited production capability.
ACC-RSA’s civilian and military workforce supports Warfighters worldwide by contracting for research and development, major weapon systems production, subsystems and services essential to Soldier readiness. From helicopters to missiles, systems engineering and technical assistance, and research and development to technology and engineering, ACC-RSA ensures Soldiers have what they need to succeed. Additional contracting areas include foreign military sales, contingency support, range and operational support, concept development, prototyping and limited production capability.
Under the Army’s acquisition reform, the center also provides direct support led by Senior Contracting officials to Portfolio Acquisition Executive Fires and Portfolio Acquisition Executive Maneuver Air.
Through its contracting actions, the center delivers critical weapon system sustainment and development programs, including aviation platforms like the Future Long-Range Assault Aircraft and advanced missile systems such as the Guided Multiple Launch Rocket System.
ACC-RSA awarded more than 13,973 contracts in fiscal year 2025 valued at more than $34.2 billion. The organization accomplishes this with more than 900 contracting and acquisition professionals who support the Warfighter while ensuring responsible stewardship of taxpayer dollars.

The primary function of the ombudsman is to hear concerns about specific issues in acquisitions, to communicate these concerns to senior management personnel responsible for oversight, and to assist in the resolution of the concerns.

By leveraging General Services Administration (GSA) Multiple Award Schedules (MAS), EXPRESS Blanket Purchase Agreements (BPAs) are efficient contract vehicles that support a wide range of mission needs.

ICE is an “Industry Day” event in which the government will brief upcoming requirements and allow customers to give a general overview of their program, unique aspects of their requirement, and any challenges they are facing. The EXPRESS Team strives to host one ICE per quarter, but frequency is subject to change.
