Army Contracting Command-Rock Island Arsenal is a center under the purview of the U.S. Army Contracting Command. Located on the historic Rock Island Arsenal, our workforce provides support to Soldiers, civilians and contractors from an island in the middle of the Mississippi River. We support the readiness of the nation’s service members by employing fiscally sound, innovative acquisition techniques. Our award-winning support starts at home: We acquire the RIA Garrison’s logistics and maintenance services.
However, our impact extends far beyond the installation’s gates with a global reach. We have staff located at several U.S.-based locations supporting our Munitions and Industrial Base mission, and we acquire a wide array of ammunition, pyrotechnics, grenades and bomb components. Employees also contract for the production support, supplies and services for the nation’s Government Owned-Contractor Operated, Contractor Owned-Contractor Operated, and Government Owned-Government Operated facilities; as well as acquire the facilities, equipment and services that are eliminating the nation’s chemical warfare materiel and removing low-level radioactive waste worldwide.
From Rock Island Arsenal, the work we do reaches across the world, with performance in every Combatant Command; covering places such as Kwajalein Atoll, Korea, Soto Cano, European Nations, Saudi Arabia, and Kuwait. Our Global Logistics Directorate contracting professionals leverage the Army’s strategic programs such as LOGCAP, EAGLE, Security, along with a myriad of other contract vehicles to procure the services and supplies that our nation’s logisticians and service members need: full base operation support, transportation, maintenance, food services, training assistance, and security services, to name a few.
Our Futures Directorate supports the constantly evolving needs of the nation’s defense by supporting programs that enable the DoD to develop, modernize, defend and manage the Army’s network and enterprise business systems. This Directorate delivers critical contracting solutions on a global basis that provides a decisive information advantage to the Army. The center's overall workforce is comprised of approximately 550 contracting professionals across its headquarters, augmented by the 230 employees of its subordinate New Jersey locations. In fiscal year 2025, the center obligated more than $18.7 billion through more than 11,500 actions in support of the nation's defense.

This unified contracting powerhouse oversees the entire lifecycle of Army armaments and ammunition. This strategic consolidation synchronizes Picatinny Arsenal’s unparalleled expertise in armament research, development, and engineering with Rock Island Arsenal’s historic strength in munitions production, modernization, logistics, and industrial base management. The Joint Munitions Enterprise benefits from "cradle-to-grave" acquisition strategies that seamlessly transition next-generation munitions from prototype to the production line under a single command structure, drastically reducing procurement lead times and providing a single focal point for industry partners.
The Industrial Readiness Division oversees all contracting activities for the Army’s Government-Owned Contractor-Operated Ammunition Plants, DoD Radioactive Waste / Chemical Weapon Demilitarization Facilities, and the Joint Manufacturing Technology Center. Our mission is to equip the Joint Warfighter through comprehensive munitions lifecycle management, encompassing specialized production, strategic storage, rapid global distribution, and safe demilitarization / radioactive waste removal.

The Munitions Production Division oversees all contracting activities for munitions production at Contractor-Owned Contractor-Operated facilities, including direct and indirect munitions and close combat systems, to meet joint warfighter and allied nation requirements.

The Munitions Readiness Division oversees all contracting activities for the Army’s Government-Owned Contractor-Operated Ammunition Plants. Support includes plant operations, maintenance, modernization, and production for propellants, explosives, metal parts, and Load, Assemble, and Pack (LAP) of munitions from small to large caliber to meet joint warfighter and allied nation requirements.

Army Contracting Command (ACC) officially integrated the capabilities of ACC-New Jersey (ACC-NJ) into ACC-Rock Island Arsenal (ACC-RIA) on May 4, 2026, creating a unified contracting powerhouse to oversee the entire lifecycle of Army armaments and ammunition. This strategic consolidation was executed to streamline acquisition, eliminate bureaucratic redundancies, and bolster the Joint Munitions Enterprise.
Under the new ACC-RIA structure, the ammunition mission now benefits from "cradle-to-grave" acquisition strategies. By unifying the contracting workforce, contracting officers can seamlessly transition next-generation munitions from prototype to the production line under a single command structure, drastically reducing procurement lead times and providing a single focal point for industry partners.

Operationally focused and aligned contracting solutions in support of the Army's Logistics Civil Augmentation Program (LOGCAP), Army Prepositioned Stocks (APS), and contracted armed and unarmed security requirements, all on a global scale. In addition, contract execution and oversight is executed on behalf Office of the Program Manager for the Saudi Arabian National Guard, with contract performance in the United States and the Kingdom of Saudi Arabia.
