WASHINGTON (June 30, 2015) -- Twenty Soldiers and civilians participated in the Mission and Installation

Contracting Command (MICC) Enhanced Contracting Officer Representative (COR)

Comprehension Course hosted by the Joint Force Headquarters-National Capital Region/U.S. Army Military District of Washington at Fort Lesley J. McNair.

A COR is a Government official appointed in writing by the contracting officer who provides technical direction, clarification and guidance with respect to the contract specifications, performance work statements and statement of work. The COR is the technical liaison between the contractor and the contracting officer and is responsible for ensuring satisfactory performance and timely delivery as set forth in the contract.

"The COR Compression Course focuses on many different aspects of the acquisition process," said Venancio R. Biela, Jr., (MICC) Fort Belvoir quality assurance specialist and COR instructor. "Primarily, COR's are taught Performance Work Statement/Performance Requirement Summary development, Quality Assurance Surveillance Plan development, ethics, government surveillance and documenting surveillance."

This two-day course is offered on a monthly basis and is located throughout the National Capital Region depending on student enrollment and classroom availability. People that attend the training represent their organizations that have a current requirement or will have a requirement in the future that will require COR oversight.

"It's also about teaching CORs the difference between quality control and quality assurance," said Biela.

"Contractors need to control the quality of the services they provide and the Government needs to hold them accountable through quality assurance."
