(WASHINGTON D.C.) -- The 2014 U.S.-Africa Leaders Summit will take place from Monday, August 4th through Thursday, August 7th in Washington, D.C.

Security and transportation plans have been developed by a partnership of local and federal law enforcement and public safety agencies. Road closures, parking restrictions, and changes to public transportation routes and public works services will be necessary during the U.S.-Africa Leaders Summit. Additions or updates to this plan may be made prior to the start of the event.

Area Road Closures/Parking Restrictions/Pedestrian Screening:

Road Closures: Closures will be coordinated by the District Department of Transportation and the Metropolitan Police Department. The closures will be staggered in implementation based on the locations of Summit Events. Beginning and ending times and dates have been included with each days' closures. All of the following areas will be posted with Emergency No Parking signage. Fencing and other physical barriers will also be in place as will uniformed law enforcement officers. Vehicular traffic will be limited to law enforcement, official participants, employees, and in certain locations, guests.

• Constitution Ave. Eastbound all lanes open with restricted access to Henry Bacon. All Westbound Constitution traffic will be forced onto Henry Bacon and over the Memorial Bridge. Arlington Memorial Bridge and Rock Creek Parkway will funnel through Lincoln Memorial Circle to Henry Bacon Ave. to Constitution

• Constitution Ave. both directions between 17th St. NW and 23rd St. NW from 12:00PM to 2:30PM. Traffic southbound from 18th/19th St. will be allowed to flow eastbound on Constitution Ave. NW during this time

Guidance for Residents/Businesses near the Mandarin Oriental Hotel:

Employees, guests, official summit participants, other business owners and their employees:

Beginning at 12:00AM on Tuesday, August 5th, vehicular access to the Mandarin Oriental Hotel will be facilitated through a security checkpoint on D St. NW between 12th St. and 13th St. Other businesses are accessible by foot only. Parking garages near the hotel will be open to monthly pass holders only. Monthly pass holders must show their monthly parking pass to proceed through the security checkpoint at 12th St. and D St. All other vehicles will be turned away. Employees and guests wishing to access the Mandarin Oriental Hotel will be required to submit to a screening of packages, baggage and persons. The U.S. Postal Service and other commercial delivery businesses will be permitted to make deliveries to the Mandarin Oriental Hotel after submitting to a security screening.

Guidance for Employees and Official Guests near the State Department:

Employees, guests, official summit participants, other business owners and their employees:

Beginning at 2:00AM on Wednesday, August 6th, vehicle access for those with Summit-issued placards, to the Harry S Truman Building, Department of State will be facilitated through a security checkpoint located on 21st and Virginia Ave., NW. Vehicle access to the Department of Interior and Federal Reserve Building will be facilitated through a security checkpoint located on C St. and Virginia Ave., N.W. Official participant access to the Harry S Truman Building will be facilitated through a security checkpoint located at 23rd and East St., NW. Other buildings in the secure area, to include the National Academy of Science and the American Pharmacists Association will be accessible by foot only. Employees and participants wishing to access the secure area will be required to submit to a screening of packages, baggage, and persons.

• The parking spaces on C St. (21st/22nd) in front of the National Academy of Sciences will be posted "NO PARKING" Friday, August 1st; Monday, August 4th; and Thursday, August 7th.

• All parking spaces on C St. (21st to 23rd) will be posted "NO PARKING" on August 6, 2014.

Public Transportation:

Metrorail: Metrorail service is not expected to be impacted. On weekdays, Metrorail opens at 5:00AM and closes at midnight. The closest Metrorail station to the State Department is Foggy Bottom Station on the Orange, Silver, and Blue lines. The closest stations to the Mandarin Oriental Hotel are the Smithsonian Station on the Orange, Silver, and Blue lines, and L'Enfant Plaza Station on the Orange, Silver, Blue, Yellow and Green lines. Metrobus: Several Metrobus routes will be detoured due to street closures around Summit Event locations, including routes A9, A42, A46, A48, D51, H1, L1, N3, S1, V7, X1, W9, 31, 32, 36, 39, 52, 80, 3Y, 7Y, 11Y and 16Y. Riders traveling on these routes are encouraged to allow additional travel time on Monday, Aug. 4, and Tuesday, Aug. 5. For specific detour information by route, visit wmata.com/alerts/bus. MetroAccess: Due to street closures, MetroAccess vehicles may not be able to provide para-transit service to certain locations within the security zone. For assistance, Metro Access customers may call (301) 562-5350.

Waterways: There will be an enhanced security presence on the waterways of the Potomac River around Washington, D.C. Inquiries should be directed to the U.S. Coast Guard via marine band radio VHF channel 16 or the Metropolitan Police Department Harbor Patrol at (202) 727-4582. The waterside initiatives are one of many layers of increased security during the event. The Coast Guard will continue to perform its standard missions of search, rescue and law enforcement in addition to their homeland security responsibilities.

Airspace: An interagency airspace security plan will be implemented to provide secure airspace over the Washington, D.C. metropolitan area. A Federal Aviation Administration (FAA) advisory listing enhanced restrictions was released on July 16, 2014. The enhanced airspace restrictions can be accessed online at the FAA web page at www.faa.gov. Pilot inquiries should be directed to (866) 598-9522. The NOTAM discussed in the July advisory may change with little or no notice. Pilots are advised to check NOTAMs frequently for possible changes prior to operations in the Washington, D.C. area. Pilots are strongly advised to contact a Flight Service Station at (800) 992-7433 prior to flight to check for all current NOTAMs.
