Joint Forces Land Component Command

Friday, May 15, 2020

What is it?

U.S. Army North is U.S. Northern Command’s theater Army and serves as the Joint Force Land Component Command for federal ground troops in the United States. Army North’s primary responsibilities are Homeland Defense, Defense Support of Civil Authorities and Theater Security Cooperation with Canada and Mexico.

What are the current and past efforts of the Army?

The Army is doing its part to mitigate the spread of the Coronavirus within its force and civilian workforce, as well as in communities across America. Army North is the designated JFLCC for COVID-19 response, rapidly employing joint, multi-component expeditionary medical capabilities in support of FEMA in three models:

  • Embedding DoD medical care providers into existing hospitals such as New York City public hospitals
  • Providing DoD medical care providers to extend a hospital’s capacity to open up additional capabilities in Stamford, Connecticut and Baton Rouge, Louisiana.
  • Staffing alternate care facilities, as in New York City, Boston, Detroit, and Philadelphia.

Army North works with federal, state, and local partners in unity of effort to respond to the COVID-19 pandemic.

  • Deployed more than 9,000 Title 10 personnel, including more than 3,100 joint and multi-compo medical professionals, to nine states to assist the whole-of-nation response
  • Provided medical staff to 24 civilian hospitals and seven alternate care facilities
  • Deployed 71 Mortuary Affairs Soldiers to four sites in New York City to augment the city’s medical examiner office
  • Established five regional and three functional task forces to provide command and control, logistics, and medical support across the entire continental United States
  • Provided liaison and advisory experts in each of the 10 FEMA regions to facilitate the identification and validation of 128 FEMA mission assignments for DoD forces

What continued efforts does the Army have planned?

ARNORTH continues to analyze the situation throughout the nation in order to have DoD resources available to respond to FEMA requests wherever support is needed.

  • Deliberate planning efforts to identify and validate emerging COVID-19 response missions and prepare for future waves of the pandemic
  • Ensure response preparedness for other natural disasters, including hurricane season in a COVID environment
  • Fulfill directed Homeland Defense and future Theater Security Cooperation requirements.

The situation analysis also helps ARNORTH transition deployed forces back to home stations to reset for their next mission.

Why is this important to the Army?

While maintaining force health protection as a priority, JFLCC has integrated and synchronized a multitude of DoD support efforts across the nation and around the clock with federal partners, Dual Status Commanders, and State and local officials.
