The “Organization” component of DOTMLPF-P is the structural engine that drives Holistic Health and Fitness (H2F) System readiness. Rather than treating health and wellness as an administrative afterthought, H2F deliberately restructures how human performance assets are organized, manned, and deployed. By shifting from a centralized, clinic-based model to an embedded, unit-centric framework, H2F ensures that elite training, education, and command advising assets are directly aligned to support Total Force Fitness.
At the tactical edge, this organizational overhaul is realized through the systematic manning and embedding of H2F Performance Teams (HPTs) directly within brigades. This organic placement ensures that physical therapists, strength coaches, cognitive performance specialists, occupational therapists, registered dietitians, and athletic trainers live and train alongside the warfighters they support. For units without organic HPTs, H2F Area Support Teams (H2F ASTs) bridge the gap, providing scalable, regionalized support. Together with synchronized education, training, and treatment assets, this specialized organizational structure proactively maximizes unit availability, accelerates recovery, and builds a more resilient, combat-ready force.
Foundational elements of H2F organization are HPTs and H2F ASTs:
H2F Performance Team (HPT)
The HPTs are comprised of SME’s, focused on human performance optimization. These HPTs implement an interdisciplinary, holistic approach to the management of readiness, well-being, and performance of the Soldier.
H2F Area Support Team (H2F AST)
ASTs support smaller brigades, geographically dispersed units, and other Soldiers in the area they are assigned.
Total Force Integration: COMPO 1, 2, and 3 Updates
As the Army continues to prioritize adaptability, lethality, and readiness, it is actively fielding H2F Performance Teams (HPT) across the entire force and reorganizing supporting assets to strengthen the H2F System, providing commanders with the vital resources they need to optimize performance and maximize readiness. By the close of 4QFY26, the Army is postured to cement and further expand the capabilities and influence of the H2F System. The following sections provide critical updates on organizational and manning efforts across the Active Component (COMPO 1), Army National Guard (COMPO 2), and Army Reserve (COMPO 3) in support of the Total Force.
COMPO 1 (Regular Army) Update
The H2F System continues to roll out across the Army, bringing to bear personnel, equipment, and facilities to the effort of human performance optimization. Between FY21 and FY24, the Army fielded 49 H2F Performance Teams (HPT) and 1 Area Support Team (H2F AST). Due to the civilian hiring freeze, no additional HPTs or ASTs were fielded in FY25. All planned FY25 fielding was pushed back to FY26. Currently, 41 HPTs and 1 AST are being fielded for the combined FY25-26 years. There are now 90 HPTs and 2 ASTs fielded or in process across the Army.
All 11 divisions have received personnel and equipment to begin fielding the H2F System within their formations. Heavy emphasis has been placed on brigade combat teams within Western Hemisphere Command, USARPAC, and USAREUR-AF to ensure the highest level of readiness for the operational force. USASOC units are scheduled to receive military personnel only due to robust contractor and facilities funding within the SOF enterprise.
In the projected FY27 fielding, greater emphasis will be seen on area support teams. These ASTs will provide H2F capabilities to smaller units with equally critical mission sets across larger installations. These dedicated ASTs will bring the H2F System to Soldiers serving in support units, ensuring increased readiness across the formation. These units will have access to the same type of professional resources afforded to the BCTs through the ASTs.
COMPO 3 (U.S. Army Reserve) Update
The Reserve Component H2F Performance Team (HPT) model is a distributed, hub and spoke system that delivers expert performance support to geographically dispersed warfighters by combining a small, centrally governed headquarters “hub” with mobile, interdisciplinary “spoke” teams.
These teams, composed of specialized professionals in physical, nutritional, cognitive, and sleep readiness, circulate to high-density clusters, train unit-level integration teams, and provide targeted interventions while maintaining strict military oversight and alignment with command priorities.
Designed specifically for the Reserve Component’s part-time, geographically dispersed environment, the model ensures Soldiers receive continuous, evidence-based readiness support during both battle assembly and “the other 28 days,” optimizing readiness while reducing cost and maximizing reach.
The Unites States Army Reserve (COMPO3) places their HPTs at each of their readiness divisions. Their spokes are geographically located in areas that have the highest density of brigades and battalions, to train and educate HITs across regional sections (CONUS AND OCONUS).
Reserve H2F Integration Teams (HIT) consist of: Unit Ministry Teams (UMT), H2F-Advisors, P3T Program Leaders, H2F-Integrators, and Commanders Ready & Resilient Council (CR2C) members.
