Col. Toy is no stranger to the South Pacific Division, U.S. Army Corps of Engineers. He served as Commander and District Engineer for Los Angeles District from July 2010 to July 2013. Col. He also revealed the new division motto: BUILDING STRONG and Taking Care of People!
