ROCK ISLAND, Ill. -- The U.S. Army Contracting Command-Rock Island (ACC-RI) and U.S. Army Sustainment Command (ASC) have executed the Enhanced Army Global Logistics Enterprise (EAGLE) task order award for the Fort Campbell, Ky., Logistics Support Services.
The task order was awarded to Fort Campbell's Directorate of Logistics (DOL) incumbent, DynCorp International LLC, on Sept. 12, 2013. Work began Sept. 13, 2013, one day after contract award.
The contractor is required, by the terms of the task order, to provide all logistics support services for Materiel Maintenance, Supply and Services (all classes of supply), Transportation, and the associated logistics analysis and management functions in support of the Fort Campbell DOL mission. These activities will directly and indirectly support training of forces, preparing forces for deployment, sustainment and redeployment in support of current conflicts, reset forces, and to rebuild readiness for future deployments and contingencies to meet the demands of a persistent conflict in the 21st Century.
The total evaluated price of the task order is $135 million for a 12-month base period and four 12-month option periods.
The Fort Campbell requirement was solicited on an unrestricted basis to all EAGLE Basic Ordering Agreement (BOA) holders. The original number of offers received was 20. At the time of award, nine offerors remained in the competitive range.
The EAGLE program, established by ACC-RI and ASC in 2010, is an integrated approach that provides responsive global logistics services in support of Army global logistics services that will meet the Army Warfighters' logistics mission needs in the most efficient and cost effective manner.
Presently, the Army uses in excess of 250 separate contracts issued and administered by various contracting offices for the acquisition of DOL installation logistics services, which resulted in redundant capabilities and excess capacity.
Since 2010, the ACC-RI EAGLE Acquisition team and the ASC EAGLE Business Office have worked in concert to ensure the strategy incorporates the requirements outlined in the Department of the Army Better Buying Power and Optimization of Service Contracting. Through their efforts, the approved acquisition strategy provides many benefits, including but not limited to: increasing competition and increasing small business participation, reducing the number of contracts to award and oversee, and reducing the acquisition timeline by using task order competitions under multiple BOAs.
The EAGLE acquisition strategy is a three-step competitive procurement offering contract vehicles that provide responsive logistics support to meet the evolving needs of Army Warfighters and those who support them. The potential five-year value of all logistics requirements that may fall under the EAGLE scope is $23.5 billion.
