FUTURES AND CONCEPTS COMMAND: Architect of the Army

The Futures and Concepts Command (FCC) is designing the future force by developing integrated concepts and requirements, informed by experimentation, and synchronized into T2COM and Army processes to drive persistent Army modernization.

The vision for FCC is the establishment of a cutting edge and distributive center for the exploration of the future that is adept, adaptive, innovative, inquisitive, out of the box, technology enhanced, closely linked to the threat and technology communities and our Joint and Coalition partners and dedicated to examining the future operational environment to provide the Army with a path to the future.

To accomplish this, FCC executes these core functions (Concepts, Experimentation, Requirements, and Integration), ensuring the Army can establish a modernization path to the Army needed 5 to 15 years into the future that can defeat all threats in the Future Operational Environment.

FCC Directorates

Directorate of Concepts (DoC)

DoC informs forward-focused Army concepts to design the Army of 2040 and produces the future Army Operating Concept. DoC represents the Army in the development of Joint Warfighting Concepts which describe how the Joint Force will operate in the Future Operating Environment.

Futures Integration Directorate (FID)

FID supports the transformation of the Army by identifying, synchronizing and prioritizing requirements for AFC and the Army processes. FID identifies and documents Army capability gaps, analyzes and integrates emerging material requirements, and synchronizes material solution resources to support the Army's capability development community of practice in delivering materiel solutions to achieve overmatch for the Army of 2030 and the future Army of 2040.

U.S. Army Combat Capabilities Development Command (DEVCOM)

Mission

Accelerate research, development, engineering and analysis to deliver warfighter capabilities.

DEVCOM is the Army’s leader and integrator within a global ecosystem of technological innovation and scientific exploration.

Who is DEVCOM?

DEVCOM is a subordinate command of Futures and Concepts Command providing the in-house scientific and engineering expertise necessary to drive the continuous transformation of the Army.

DEVCOM is the Army’s organic science, technology and analysis organization dedicated to developing Combat Capabilities. We conduct the basic and applied research, lifecycle engineering, and analysis that empowers the
future Army.

DEVCOM accelerates research, development and engineering to deliver Warfighter capabilities. As a result, Warfighters will have the combat capabilities necessary to win on the battlefield of the future.

DEVCOM leverages cutting-edge technologies such as artificial intelligence, quantum effects, autonomy, robotics, advanced energetics, and synthetic biology to give Soldiers the ability to see, sense, decide and act faster than their adversaries.

U.S. Army Medical Research and Development Command (MRDC)

Mission

Responsively and responsibly create, develop, acquire and deliver medical capabilities for the warfighter.

Vision

Lead the advancement of military medicine.

Who is MRDC?

MRDC is a subordinate command of Futures and Concepts Command and is the Army's medical materiel developer, with responsibility for medical research, development, and acquisition. The expertise in these critical areas helps establish and maintain the capabilities the Army needs remain ready and lethal on the battlefield.

Ensuring our armed forces remain in optimal health and are equipped to protect themselves from disease and injury, particularly on the battlefield, is the job of the MRDC.

MRDC is headquartered at Fort Detrick, MD, with 8 subordinate commands located throughout the world.

Transformation Decision Analysis Center (TDAC)

Mission

Lead, conduct and deliver relevant, credible, objective, and timely analysis in support of Army decisions needs.

Vision

TDAC is recognized across all echelons of the Army and our partners as the premier source for world-class, value-added, all-domain Army analysis products that are required to inform system and formation design, fielding and operations decisions.

Core Functions

• Conduct systems and formation effectiveness analyses that inform key decisions made by Army, Joint, and Federal leaders.
• Develop, maintain, and share authoritative Army systems performance data
• Conduct foundational analytic enabling activities and develop scenarios
• Develop and deliver validated weaponeering methods for the Joint Force

Joint Modernization Command (JMC)

Mission

JMC is a subordinate command of Futures and Concepts Command and plans, prepares and executes Joint Warfighting Assessments, Project Convergence, and other concept and capability assessments utilizing a campaign of continuous transformation through persistent experimentation. JMC provides objective analysis and feasible recommendations to inform and enable a sustainable strategic path to the Future Operational Environment.

JMC drives the transformation of the Army through worldwide multi-echelon, joint, and multinational warfighting and capability experiments.

Who is JMC?

JMC plans and executes worldwide multi-echelon, joint, and multinational experiments in support of the Army Warfighting Concept utilizing a campaign of continuous learning to build a force capable of deterring, competing with, and defeating near-peer threats.

JMC is headquartered at Fort Bliss, Texas, consists of military professionals across the spectrum of warfighting functions. JMC also has Global Operations Teams embedded with Joint Operational Commands around the world. These teams are located with U.S Army Pacific in Hawaii, U.S. Army Europe in Germany, Air Force at Nellis AFB, Marine Corps at Quantico, and the Joint Force in Suffolk. These teams are located with U.S. Army Pacific in Hawaii, U.S. Army Europe in Germany, Air Force at Nellis AFB in Nevada, and the Marine Corps at Quantico in Virginia.

There are three divisions within JMC supported by a complete General Staff and Simulations Center. Operations Group Alpha and Operations Group Bravo plan, prepare, and execute Project Convergences, Joint Warfighting Assessments, and other Persistent Experimentation Events. Using a campaign of continuous learning, both operations groups focus on concepts that operationalize Multi-Domain Operations and conceptual and technical interoperability, to include Joint and Multinational, while ensuring emerging technology and new capabilities are integrated into realistic scenarios. Operations Group Zulu integrates Special Forces, Cyber, and space into experiments while also delivering operations research, systems analysis, public affairs, strategic messaging, and Joint Visitor Bureau support.

75th U.S. Army Reserve Innovation Command

Mission

The 75th United States Army Reserve Innovation Command fosters innovation within the Army Reserve while enabling persistent experimentation in support of the Army transformation enterprise to build and refine requirements in support of DOTMLPF-P solutions.

Vision

Combine the unique blend of civilian-acquired skills, certifications, and abilities, with functional military expertise to assess new capabilities and technologies in support of continuous transformation.

Who is 75th USARIC?

The 75th U.S. Army Reserve Innovation Command enhances readiness and capability of the Army Reserve through innovation and modernization. By collaborating with civilian, military, and industry partners, the 75th USARIC plays a crucial role in advancing the Army Reserve’s ability to respond effectively to modern challenges.

The Command focuses on four key Lines of Effort:

Soldier Readiness, which ensures that Army Reserve soldiers are equipped and prepared for future challenges

Enabling Army Reserve Innovation, which promotes the adoption of cutting-edge technologies and processes

Innovating through Persistent Experimentation, emphasizing continuous testing and adaptation to improve operational effectiveness

Future Capability Directorates

Future Capability Directorates (FCD)s are streamlined and agile improving the speed, cohesion and effectiveness of our transformation and modernization activities. Subordinate to the Futures and Concepts Command (FCC), the nine FCDs drive functional transformation by informing concepts, requirements, and experimentation. This new structure improves unity of command and effort while increasing lethality by delivering critical warfighting capabilities and eliminating waste, redundancy and obsolete programs.

Project Convergence Capstone 5, part of the US Army’s campaign of learning and Army Futures Command’s persistent experimentation activities, will take place in the Spring of 2025. Hosted by the US Army, PC-C5 will continue to improve and develop our Joint and Multinational Partner participation. PC-C5 will continue to be executed in the western region of the United States and this iteration will add a distributed scenario across the INDOPACOM theater. PC-C5 is comprised of two scenarios that includes enduring objectives and learning demands evolving from the Project Convergence campaign of persistent experimentation. This concept-driven activity, influenced by the Joint Warfighting Concept, aims to evaluate technology's potential in facilitating cross-domain military operations and unified strategic approaches. We continue to build from previous PC events and increase the complexity on our experimentation objectives as we design the Army of 2040.

PC-C5 Trailer 2 - Integration

On the future battlefield the U.S. Army will never fight alone, and the integration of forces is a key component of dominating the future fight. Project Convergence Capstone 5 (PC-C5), an Army hosted joint and multination, two-phase, “in-the-dirt” experiment, will integrate with the U.S. Navy, U.S. Air Force, U.S. Marine Corps, Space Force, and military partners from the United Kingdom, Australia, Canada, New Zealand, France and Japan in early 2025.

The U.S. Army will host Project Convergence Capstone 5 (PC-C5), a joint and multination, two-phase, “in-the-dirt” experiment in early 2025.
PC-C5 participants include the U.S. Army, U.S. Navy, United States Air Force, U.S. Marine Corps, Space Force, and militaries from partner and allied countries.
PC-C5 is a culmination of numerous preceding exercises, experimentations, and events; it provides a critical venue to identify and refine recommendations necessary to transform the Army and ensure future war-winning readiness.

PC-C4 - IN REVIEW
