REDSTONE ARSENAL, Ala. -- Dr. Carol E. Lowman, executive director, U.S. Army Contracting Command, will host a Change of Command ceremony for the U. S. Army Expeditionary Contracting Command, Friday, April 20, 2012 at 10 a.m.
The outgoing ECC commanding general is Brig. Gen. Joseph L. Bass, who has served with ECC since November 2009.
The incoming ECC commanding general is Brig. Gen. Theodore (Ted) C. Harrison, who most recently served as the deputy director, National Contracting Organization, U.S. Army Corps of Engineers, Washington D.C. In 2010, Harrison was named the Army's Acquisition Director of the Year by the Assistant Secretary of the Army for Acquisition, Logistics and Technology.
ECC is a subordinate command of the Army Contracting Command that provides essential contracting support to the Army and other DoD organizations at installations outside the continental United States. ECC also provides expeditionary contracting services during military and humanitarian operations to the Army's service component commands and the joint warfighter.
