PICATINNY ARSENAL, N.J. --Two members of the Picatinny community recently earned state-wide recognition from the Federal Executive Board of Metropolitan Northern New Jersey.
During the annual awards ceremony at the Brownstone Inn in Paterson, Oct. 6, the group recognized Clifford Holmes as the FEB Distinguished Public Service Award winner and Clinton Williams was recognized as the Distinguished Federal Manager of the Year.
The ARDEC Lean Six Sigma Competency Office also received the FEB Team Award.
As recipients of the FEB awards, they were selected by the group, which represents federal agencies in the 12 northern counties of the state.
FEB Distinguished Public Service award
"It's truly an honor to be recognized by the Federal Executive Board (FEB) with the Distinguished Public Service Award,"said Holmes, who presently serves as the chief of the small/medium caliber weapons branch at the Armament Research, Development and Engineering Center (ARDEC).
"In the past, I've received similar recognitions from organizations within my community, and each time I receive an award, it helps me to reflect on the positive impact I've had on youth in the community. It keeps me motivated and inspired to continue my work with the youth."
Among his growing list of accomplishments as a distinguished public servant, Holmes has provided free tutoring to two to three struggling high school students each school year for the last 20 years. So far he has reached out to approximately 100 students from Plainfield and surrounding areas.
He is also a longtime volunteer of the New Horizons College Club, where he prepares and mentors teens for college - from helping them with applications, cover letters and test prep to counseling them on issues like drugs, alcohol, roommate conflicts and study habits.
"Not only do I develop their math skills, but I stress the importance of using their God-given talent to help out others in their lives, as I have done with them," he said.
Among all the friends, coworkers and family members Holmes has to thank for being positive influences in his life, the one person he says has really shaped his volunteerism is his mother.
"My mother, who is now deceased, was truly my role model. Her whole life evolved around helping others through community activities inside and outside of the church," he said. "Through her, I learned the value of helping others and utilized my talents to be a positive influence to youth in my community."
"Over the years, I finally realize that everything I do is only possible because of the influence of God in my life," he added. "I am truly blessed and thank Him for everything!"
Distinguished Federal Manager of the Year
"I'm honored to accept this award on behalf of the Ammunition Enterprise Team. All of our successes have been team efforts between DCMA, ARDEC, PEO Ammunition, JMC and industry," said Williams, who works for the Defense Contract Management Agency here.
"We're all dedicated to the joint goal of ensuring our troops receive the right product, at the right place at the right time."
DCMA provides contract administration services to the Department of Defense acquisition enterprise and its partners to ensure the delivery of quality products and services to the warfighter, on time and on cost.
Until June of this year, Williams served as an Ammunition Group Leader, where he led a team of individuals who managed the largest concentration of munitions contracts in DCMA - 333 contracts valued at more than $4.3 billion.
The contracts included small, medium, large caliber munitions, mortars, grenades, bombs, warheads, fuzes, 2.75 inch rockets; F-22 composite materials, and Non Line of Sight Launch System missile components.
Williams provided vital support for life-cycle management of munitions acquisition through the multifunctional program teams.
One example is that he improved quality of Non Standard Ammunition supplied to the Iraq and Afghanistan Armed Forces by assisting in the coordination of quality assurance inspections and acceptance requirements, both in the United States and in the Middle East, ensuring that a qualified and trained expert is able to survey the product prior to delivery.
In June of this year, Williams accepted a position as a DCMA Ammunition Product Integrator.
In his new role of Ammunition Product Integrator, Williams analyzes performance for assigned ammunition product lines and serves as a key intermediary between the Ammunition Enterprise and all levels of management on problem solving and continuous improvement in support of customer outcomes.
Williams has 28 years of government service and three years of military service.
