Pacific Armies Management Seminar XXXIV
What is it'
The annual Pacific Armies Management Seminar (PAMS) is the United States Army's largest Asia-Pacific Theater Security Cooperation Program event. This event is co-hosted by the U.S. Army Pacific and another Asia-Pacific Army. This year, the Chilean army will co-host the 34th PAMS in Santiago, Chile, in early August.
The theme "Transnational Threats in the Asia-Pacific: Defining the Role of Land Forces" will be introduced during guest speaker presentations followed by a moderated panel discussion. Several topics covering the theme include: The Role of Land Forces; Manning, Training and Equipping; and Initiatives to Improve Bilateral, Regional and Interagency Cooperation to Counter Transnational Threats. As a special event to this year's PAMS, after the opening ceremony, Chilean army and governmental representatives will speak about the military and governmental response to the recent earthquake and tsunami. They will highlight the successes of their response as well as critique what they could have done better and more efficiently.
What has the Army done'
PAMS has expanded from the original nine nations of People's Republic of China, Chile, Japan, Republic of Korea, Malaysia, Philippines, Singapore, Thailand and United States attending PAMS I in Honolulu in 1978, to 29 nations attending the last PAMS XXXIII in Tokyo, Japan, in 2009.
What continued efforts does the Army have planned for the future'
PAMS is a multinational military seminar that provides a forum for senior-level (lieutenant colonel to major general, or national equivalent) officers from the Asia Pacific's regional ground forces to exchange views and ideas. It is not only a forum to enhance understanding of the subjects studied, it also provides an opportunity for the future leaders of the region's armies to establish and cultivate a set of strong interpersonal relationships.
Pacific Armies Management Seminars have been held throughout the Asia Pacific region since 1978. Many were held in Honolulu and others in Auckland, Bangkok, Calgary, Dhaka, Manila, Nadi, New Delhi, Seoul, Singapore, Sydney and Tokyo.
Chile first attended PAMS in 2005 and they have been an active member ever since. This is the Chilean Army's first co-hosting of PAMS.
Why is this important to the Army'
The long-term objective of PAMS is to promote peace and stability in the Asia-Pacific region through mutual understanding, dialogue, and friendship. PAMS is the largest gathering of senior Army / Security Forces officers in the Asia-Pacific region. In addition to building interpersonal relationships, it's a professional development opportunity for future leaders.
