USAG Schinnen changes command, July 8

SCHINNEN, Netherlands - Lt. Col. Chad R. Arcand will assume command of U.S. Army Garrison Schinnen from Lt. Col. Fern O. Sumpter in a ceremony, 10 a.m., July 8, on the garrison parade field.

Arcand comes to Schinnen from Hohenfels, Germany, where he was assigned to the Joint Multi-National Readiness Center. Arcand previously served a number of infantry assignments in the U.S. and Germany, including deployments to Iraq and Bosnia-Herzegovina. He is a graduate of the Infantry Officer Basic and Advance Courses and the Command and General Staff College. He holds a bachelors degree from the University of Minnesota and a master's degree from Webster University.

Sumpter commanded USAG Schinnen from June 14, 2008 to July 8, 2010. Under her leadership, USAG Schinnen achieved recognition for numerous accomplishments, including two consecutive Army Community of Excellence awards in 2009 and 2010. She leaves Schinnen for a deployment to Afghanistan.

A change of command ceremony symbolizes the transfer of authority and responsibility from the outgoing to the incoming commander. In the U.S. Armed Forces, command is reserved for specially selected individuals whose performance and potential make them worthy of leadership.

The U.S. has maintained a presence at Schinnen since 1969. As the only U.S. military installation in the Netherlands, USAG Schinnen provides base operations services to joint, interagency and international communities in support of U.S. interests in NATO throughout the Netherlands, northern Germany, northern Belgium and Poland.
