WASHINGTON — The Army announced a new authority enabling the merit-based promotion of eligible sergeants first class to master sergeants, with a follow-on lateral appointment to first sergeant. This initiative will identify, retain and promote exceptional noncommissioned officers who have successfully demonstrated leadership potential and warfighting prowess.
As outlined in the new memorandum from the Office of the Deputy Chief of Staff, G-1, battalion commanders are now authorized to nominate eligible sergeants first class for merit-based promotion with an endorsement from their brigade commander. The final decision to promote will be rendered by the Human Resource Command Commanding General.
“We are empowering leaders to endorse high-performing E-7s who stepped up and committed to taking on the hardest working grade plate in the Army: first sergeant,” said Sgt. Maj. of the Army Michael Weimer. “This program is about merit—plain and simple—ensuring qualified, dedicated Soldiers serving in these positions receive the credit and compensation that matches their level of responsibility.”
By allowing unit commanders greater control over talent management, this new authority strengthens force preparedness by ensuring the retention of exceptional warfighters while affording units with proven, qualified noncommissioned leaders. It further reinforces Army’s commitment to a modern, merit-based personnel system that rewards performance, advances superior warfighters and sustains readiness across the enterprise.
Implementing guidance and coordinating requirements for personnel action requests will be published by U.S. Army Human Resources Command.
