The Department of War (DoW) and the U.S. Army are currently executing a paradigm-shifting acquisition and operational strategy known as the Right to Integrate (R2I). Historically, the defense enterprise has fielded disconnected, proprietary technology platforms that placed the immense burden of system integration directly on the warfighter at the tactical edge. This fragmentation has resulted in severe cognitive overload and fatal capability gaps, such as the inability to rapidly synthesize data to counter drone swarms. To resolve this, the Army launched Operation Jailbreak, a massive hackathon sprint with industry partners. The event successfully resulted in defense vendors making their Application Programming Interfaces (API) available for integration.1
By mandating a Modular Open Systems Approach (MOSA) and leveraging AI-enabled integration software like Anduril’s Lattice, the enterprise has successfully merged disparate radars, sensors, and effectors into a unified common operating picture (COP).2 Crucially, recent divisional-scale exercises with the 4th Infantry Division (4ID) have proven that this next generation command and control (NGC2) architecture can be operated, managed, and expanded directly by Soldiers in the field. Institutionalizing these open architectures and establishing a 30-day software deployment pipeline is critical for achieving multi-domain decision dominance and securing the joint force against modern autonomous threats.
