In its present state, the sustainment enterprise values data as a strategic asset that helps empower predictive logistics, enhances materiel readiness, and provides commanders with decision-making superiority. To effectively use this asset, the Army must prioritize the deliberate talent management of its most analytically minded sustainment officers. This has been occurring through an ad-hoc process, relying heavily on directly commissioning data analysts from industry and internally identifying officers within formations to do the heavy analytical lifting. Now, however, through a concerted effort by the Logistics Branch Proponency Office (LOGPRO) and the U.S. Combined Arms Support Command (CASCOM), the Army is institutionalizing this skill set through the establishment of a new skill identifier (SI): L9 Sustainment Functional Data Analyst.
Formalizing the Skill Set: The Purpose of the L9 Identifier
The Sustainment Functional Data Analyst SI is being created to formally recognize, manage, and develop leaders who are skilled in applying advanced data analytics to complex sustainment challenges. This SI aims to formalize the previously informal talent acquisition/identification process and improve assignment transparency while prioritizing the filling of these identified analytics billets.
It is important to note that being awarded the Sustainment Functional Data Analyst SI does not lock the recipient into a specific data career path. Instead, it operates like any other SI (e.g., Airborne or Pathfinder). It makes the recipient eligible to serve in L9-coded billets and provides the Army with greater talent management visibility. Specifically, for logistics officers, holding the L9 SI will provide additional career benefits. All 90A Logistics positions coded with the SI will be designated as key developmental (KD) opportunities for the billet’s corresponding grade. These KD assignments will be codified through updates to Department of the Army Pamphlet 600-3, Officer Talent Management, to ensure that officers serving in these critical data-centric positions receive the appropriate credit.
How to Qualify: Requirements and Processing for the L9 SI
The path to receive the Sustainment Functional Data Analyst SI is designed to recognize both formal education and existing expertise:
- Primary Pathway: The main avenue for L9 SI qualification is through the completion of the Virginia Commonwealth University (VCU) Master of Supply Chain Management (MSCM) advanced civilian schooling (ACS) program. To align this program with the proponent’s expected learning outcomes for L9-eligible officers, the MSCM degree path has been updated for future cohorts to include a higher data analytics course load. This CASCOM-sponsored 12-month ACS program, targeted for post-KD captains, currently produces 15 graduates annually and will increase its cohort size to 20 beginning in academic year (AY) 26-27. The application window is currently open for the AY27-28 cohort. - Important Note: Due to the noted changes to the MSCM curriculum, prior CASCOM-VCU cohorts are not automatically eligible for the SI. However, LOGPRO is developing a supplemental package that will allow former VCU-MSCM graduates to gain eligibility. This process will be publicized to past cohorts once finalized.
- Alternate Pathways: Individuals who hold an equivalent degree from a LOGPRO-approved university will also be eligible for the L9 SI.
- Award Process: Applicants must submit a packet with the required documents (transcripts, diploma, Soldier talent profile, Army Combat Fitness Test, height/weight, etc.) to LOGPRO. Following a review and approval from the LOGPRO chief, an award order will be issued. The L9 SI will be permanently awarded through a personnel action request in Integrated Personnel and Pay System–Army.
A Measured Approach: Implementing the L9 Across the Force
To expedite the implementation of the SI, LOGPRO is pursuing a two-phased administrative approach. In phase one, the SI will be titled Logistics Functional Data Analyst and scoped specifically for 90A Logistics officers. This initial military occupational classification and structure proposal is currently in world-wide staffing with Headquarters, Department of the Army G-1, for approval, and LOGPRO anticipates the SI will be approved for individual award on or about August 2026.
Phase two will begin upon approval for the award. Revisions will be submitted to expand eligibility for the awarding of the SI to officers and warrant officers across the entire sustainment corps (career management fields [CMFs] 88 Transportation, 89 Ammunition, 91 Mechanical Maintenance, 92 Supply and Services, 94 Electronic Maintenance and Calibration, 42 Adjutant General, and 36 Financial Management). The SI will be officially renamed Sustainment Functional Data Analyst.
While the plan is for all sustainment CMFs to be eligible for the award of the L9 SI, only 90A Logistics billets are planned to be coded with the L9 SI. The billet-coding strategy will follow a multi-phased rollout, beginning in fiscal year (FY) 29 (effective October 1, 2028) with 59 billets across Component 1 and growing to an estimated 92-coded billets by FY32. This approach ensures the demand for this skill set is met as the talent pool matures, while also avoiding over-coding. The implementation plan and billet breakdown are provided in the enclosed slides.
Overall, this initiative is a key investment in the future of the greater sustainment community. Institutionalizing this skill set enables the Army to ensure the sustainment enterprise is prepared to leverage data as a strategic asset, drive readiness, and guarantee our ability to support a globally responsive force.
