USAG Hawaii DPW releases lead service line inventory public notification

The U.S. Army Garrison (USAG) Hawaii has updated the Lead Service Line Inventories (LSLI) required by U.S. EPA’s Lead and Copper Rule Revisions for its water systems and are now available for review. The deadline for the inventories update is October 16, 2025.

Through the completion of a historical records review, conducting personnel interviews, and field surveys, USAG Hawaii has determined there are no known lead service lines in its distribution system. The inventory does include galvanized pipe material requiring replacement and unknown service lines in its distribution system.

Under the Lead and Copper Rule Revisions (LCRR), water systems are required to make their updated inventories publicly accessible (40 CFR 141.84(b)). The inventories may be made available on the water system’s website, by mail, or in-person at the water system’s office. Residents and tenants with non-lead containing (i.e. unknown) or galvanized service lines will be receiving notifications specific to their location thirty (30) days after the LSLI update is completed per regulation.

USAG Hawaii reviewed all applicable sources of information, including:

  • Construction and plumbing codes, permits, and existing records or other documentation which indicates the service line materials;
  • Water system records, including distribution system maps and drawings, historical records on each service connection, meter installation records, historical capital improvement or master plans, and standard operating procedures;
  • Inspections and records of the distribution system that indicate service line material, including inspections conducted during normal operations (e.g., checking service line materials when reading water meters or performing maintenance activities);
  • GIS maps which include historical information of the distribution system water service lines.

In addition to reviewing the above sources of information, USAG Hawaii continues to physically inspect all service lines in its distribution system, to verify, locate, and replace galvanized requiring replacement service lines. USAG Hawaii continues to physically inspect, identify, and confirm service lines of unknown material types. This information will be used to update service line material information obtained from normal operations, such as service line maintenance, installation, or water meter readings, after October 2024 and will continue to update the baseline inventory accordingly.

USAG Hawaii has determined there are no known lead service lines in its distribution system.

EPA requires all water system notifications to include the following standard advisory language:

There is no safe level of lead in drinking water. Exposure to lead in drinking water can cause serious health effects in all age groups, especially pregnant people, infants (both formula-fed and breastfed), and young children. Some of the health effects to infants and children include decreases in IQ and attention span. Lead exposure can also result in new or worsened learning and behavior problems. The children of persons who are exposed to lead before or during pregnancy may be at increased risk of these harmful health effects. Adults have increased risks of heart disease, high blood pressure, kidney or nervous system problems. Contact your health care provider for more information about your risks.

If you are concerned about exposure to lead in drinking water at your residence or building, follow these tips for reducing lead exposure:

For Residences:

  • Run water to flush out residential lead in fixture
  • Avoid using hot water from the tap for preparing baby formula
  • Boiling water does not reduce lead levels
  • Consider alternative sources or treatment of water
  • Consult with physician to have child’s blood tested for lead

For Buildings:

  • Run your tap water before drinking
  • Regularly clean out faucet aerator/screen and using a filter
  • Boiling water does not reduce lead levels
  • Consider alternative sources or treatment of water

USAG Hawaii has prepared the LSLI for submittal to the Hawaii State Department of Health (HDOH) and U.S. Environmental Protection Agency (EPA). Due to sensitive and defense critical information, the inventory with addresses, building numbers, and identifiable information will not directly be posted on the USAG Hawaii website. USAG Hawaii conducts routine water sampling per EPA Safe Drinking Water Act (SDWA) to meet regulatory requirements. Water sample results can be found in the annual Consumer Confidence Reports (CCR’s) per installation that are posted on the USAG Hawaii and Island Palm Communities (IPC) websites and social media.
