Security enterprise honors country program manager

The Security Assistance Command has selected Derek Moore as the Employee of the Quarter of the third quarter of fiscal year 2025. Moore is a country program manager in the EUCOM/AFRICOM regional operations directorate in New Cumberland, Pennsylvania.

He is responsible for foreign military sales program management from the pre-letter of request all the way to the case closure. His portfolio includes high-priority and high-visibility programs for Morocco, Tunisia, Kenya, Djibouti, Nigeria, and all remaining AFRICOM partner nations.

“He has been the only country program manager CPM for AFRICOM since May but still manages to provide above and beyond level of support to the team,” said Michael Irons, branch chief for EUCOM/AFRICOM directorate at USASAC, and Moore’s supervisor.

“Mr. Moore has demonstrated exceptional performance and continuous growth at USASAC,” Irons said. “His expertise has been organically attained through several positions inside the organization. He has served as a supply technician, financial specialist, central case manager, and senior central case manager,” all in the regional operations directorate.

However, he has served in numerous other positions all over the command. His dynamic background has helped him facilitate the foreign military sales process and enables him to take quick action on case requirements that might have to be outsourced to other sources.

Moore’s FMS portfolio includes 187 cases with a total program value of $4.3 billion. He is known for his “around-the-clock support” provided to partner nations. Some major accomplishments include the implementation and/or management of several high-priority and high-visibility programs such as Morocco AH-64E Apache’s, M1A1 Abrams Tanks, Stingers, HIMARS, and Tunisia Javelins, Black Hawks, and a border security project.

Feedback from AFRICOM leadership and officials from Morocco and Tunisia on Moore’s attention to their cases has been consistently positive.

Moore maintains an extensive portfolio of foreign military sales cases, however, he routinely mentors and trains fellow team members, and is viewed as an integral part of not just the EUCOM/AFRICOM regional operations directorate, but USASAC as well.

“Mr. Moore’s relentless pursuit to improve AFRICOM’s case development metrics has paid off, and we have seen a tremendous on-time improvement from 50% to approximately 74%,” Irons said.

Moore is seen by his colleagues as a person who is strengthening USASAC’s global brand while delivering excellent strategic outcomes to allies and partners.
