
U.S. Army Communications-Electronics Command participated in the Converged Infrastructure Technical Interchange Meeting held Jan. 29 and 30, 2025, at Fort Eisenhower, Georgia. Hosted by the Intelligence and Security Command G7, the CI TIM addressed capability gaps, limitations, intelligence requirements, and other topics of interest that align with INSCOM’s mission to, in part, execute mission command of operational intelligence and security forces.
The meeting covered various topics, from cyber security to vulnerability resolution. CI TIM also delved into Converged Infrastructure Distributed Processing Exploitation and Dissemination related to CECOM SEC’s owned and managed Tactical Signal Intelligence Baseline.
INSCOM originally implemented CI DPED to support the Secret Internet Protocol Router Network, then expanded to Coalition networks before the integration with Aerial SIGINT assets took place in 2012.
The TSB, a network interface, includes physical hardware such as a virtualized infrastructure stack, and a set of virtual machines to support sensor systems and downstream data flow. CECOM SEC owns the TSB software and is responsible for maintaining and upgrading the functionality to support the INSCOM mission. It also provides a distributed PED capability for Army Aerial SIGINT platforms and sensors. If the TSB becomes outdated, compromised, and/or experiences deficiencies, then Aerial SIGINT missions cannot fly. Therefore, every CI TIM always requires CECOM SEC participation.
Also discussed was the contractor-owned, contractor-operated jet named Army Theater Level High-Altitude Expeditionary Next Airborne Program with its legacy and new sensors.
The Project Director Sensors-Aerial Intelligence, who also attended the CI TIM, was charged earlier with updating Guardrail Common Sensor, an aerial platform, with Guardrail SIGINT Suite Modernization. A combination legacy and new sensor end-to-end aerial test will be conducted with ATHENA on Feb. 24. CECOM SEC and the mission manager will collaborate alongside PD SAI engineers in analyzing and reviewing data from each COMINT/ELINT/GEOINT sensor.
Project Manager Intel Systems and Analytics, (INSCOM), Army Intelligence Surveillance and Reconnaissance Task Force, 116TH Military Intelligence Brigade (Eisenhower), 3rd Military Intelligence Brigade (Korea), 66th Military Intelligence Brigade (Wiesbaden, Germany), and L3 Harris were also CI TIM attendees. The next CI TIM will take place sometime in April at Aberdeen Proving Ground.
