
ROCK ISLAND ARSENAL, Ill. — Brig. Gen. Allen Pepper, the commanding general of the U.S. Army Security Assistance Command, and USASAC's Command Sgt. Maj. Stephen Burnley, visited the Joint Munitions Command headquarters at Rock Island Arsenal in late January 2025.
During the visit, Pepper sought to learn more about the critical role that JMC's Security Assistance Management Directorate plays in supporting Foreign Military Sales and Building Partner Capacity cases.
"The relationship between JMC and USASAC is one of mutual support and cooperation," Pepper said. "USASAC relies on JMC to provide support for munitions and related equipment, while JMC relies on USASAC to provide overall direction and guidance on security assistance policy and procedures.
"By working together, JMC and USASAC ensure that foreign governments receive the support they need," Pepper added. “This collaboration is essential to building strong partnerships with allies and partners, and to supporting their defense capabilities.”
JMC's SAMD manages Security Assistance Programs to provide quality conventional standard and non-standard munitions and related logistics support to allies and partners at the time of need.

USASAC leads the Army Materiel Command Security Assistance Enterprise, develops and manages security assistance programs and FMS cases to build partner capacity, supports Combatant Command engagement strategies, and strengthens U.S. global partnerships.
JMC and USASAC help ensure that foreign governments receive the support they need to build their defense capabilities and contribute to regional stability.
“As the Army continues to evolve and modernize, the relationship between USASAC and JMC will remain essential to supporting the national security objectives of the United States,” Pepper said. "Our partnership is a model for successful collaboration and demonstrates the Army's commitment to building strong relationships with partners and allies across the globe.”
