JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas (Aug. 8, 2024) -- Mission and Installation Contracting Command acquisition professionals were recognized by the U.S. Army Contracting Command for exemplifying the highest level of performance and service for excellence in non-acquisition, acquisition, contracting, small business and servicing support career fields across the contracting enterprise.

The ACC announced the winners of its fiscal 2023 ACC Annual Awards, and the recipients are as geographically disbursed as the command itself. With individuals and teams winning awards throughout the country and the globe, more than 65 individuals, centers, units and teams were recognized for their efforts throughout the year.

An impressive 32 MICC Soldiers and civilians across five MICC locations were among the 65 ACC winners.

“Congratulations to these acquisition professionals on their outstanding achievement,” said Col. Freddy Adams, commander of the MICC. “Being recognized for exemplifying the highest level of performance and service across the Army Contracting Command enterprise is no small feat. Awards at this level speak volumes about their commitment to delivering truly exceptional results for our supported units.”

Individual awardees like Stephen Heath, the ACC Contract Professional in Support of the Small Business Program Contract specialist awardee, also thanked his co-workers and leadership for the support they have given him. Heath is the MICC-Fort Campbell, Kentucky, deputy director within the 922nd Contracting Battalion and the 419th Contracting Support Brigade, Fort Liberty, North Carolina.

“I’m incredibly honored to have received this award. I could not have achieved this, let alone be nominated from my office, without the great team around me,” Heath said. “I don’t consider this  an individual award. Without my team, the amazing strides we made in far exceeding our small business goals and supporting small businesses through our contracting actions would not have been achievable.”

Lt. Col. Randalle Carter, the 922nd Contracting Battalion commander, expressed her immense pride in Heath and his team’s significant contributions to the command’s small business programs and initiatives.

“I couldn’t be prouder to be part of a workforce that champions small business programs and initiatives,” Carter said. “Mister Heath and the team’s efforts have not only exceeded Army small business goals, but they have also improved the resources and facilities for our warfighters and their families and advanced the growth of the economic sector –particularly for the disadvantaged and under-utilized businesses. It is an honor to be at the forefront of achievements that serve the community and support the enterprise.”

The Contract Closeout/Unliquidated Obligations Award Team went to the MICC-Fort Drum Simplified Acquisition Threshold Supply Procurement Program, or S2P2, Division at Fort Drum, New York. In a testament to their dedication and teamwork, the members of the MICC-Fort Drum S2P2 Division have consistently demonstrated excellence in their roles. Reflecting on their achievements and emphasized the importance of unity and collaboration.

“These individuals have represented the 419th Contracting Support Brigade and their home organizations very well,” Col. Douglas Ralph said of each of the brigade’s winners. “A united team can achieve remarkable results.” Ralph is the 419th CSB commander and the subordinate commander responsible for the MICC-Fort Drum and MICC-Fort Campbell, Kentucky, winners.

Adams emphasized the exceptional collective contributions of the awardees, highlighting their unwavering commitment and outstanding performance, ensuring the MICC will effectively deliver the power of Army contracting, whenever and wherever it is needed, now and into the future.

“Their hard work, dedication to excellence in their profession and expertise in their field have not only met, but exceeded expectations,” Adams said. “These awardees are a shining example of the professionalism and high standards the MICC strives to maintain.”

The ACC AbilityOne (Formerly Javits- Wagner-O' Day) Award went to Angela Chaplinski, a contracting officer, at MICC-Joint Base Lewis-McChord, Washington.

The Outstanding Mission Support/Business Operations Award Other than Major Weapon Systems went to the MICC Field Directorate Office-Fort Eustis Team at Fort Eustis, Virginia. The team was comprised of Maj. Jordan Brought; Staff Sgt. Kyle Dugaue; Jeffrey Getman; Raul Gonzalez; Lyndsie Hall; Samara Johnson; Staff Sgt. Rebecca Malpica; Daniel Rowley; Alfredo Sanchez; Maj. Scott Sylvester; and Joseph Taylor.

The ACC Outstanding Achievement Award (non-acquisition) individual or team awardee is Julie Bingham, an operations security and training officer, at FDO-Fort Eustis.

The Outstanding Property Administrator/Team Award in the 1103/92Y/92A category went to Leslie Marshall, an industrial property management specialist at MICC-JBLM.

The Outstanding Quality Assurance Administrator/Team Award in the 1910 individual category went to Richard Switzer, a quality assurance specialist at MICC-Fort Leonard Wood, Missouri.

The Outstanding Achievement Award for a Contract Professional in Support of Small Business Programs went to Stephen Heath of the MICC-Fort Campbell.

The Contract Closeout/Unliquidated Obligations Award Team went to the MICC-Fort Drum Simplified Acquisition Threshold Supply Procurement Program, or S2P2, Division at Fort Drum, New York. The team was comprised of Thomas Brown; Decima Chiasson; Joy Davis; Jennifer Earl-Schulteis; Bethel Faciane; Ralph Jones; Jennifer Kindt; Haley Kuehn; Kimberley Lawrence; Michael Mackey, Jr; Judy Motter; Kody Rosales; Kendric Spence; Laci Timmons; Rosalind White; and Julia Whittington.

Headquartered at Joint Base San Antonio-Fort Sam Houston, Texas, the Mission and Installation Contracting Command consists of about 1,500 military and civilian members who are responsible for contracting goods and services in support of Soldiers as well as readying trained contracting units for the operating force and contingency environment when called upon.
